Mr. James, Hanson, Woolbright Development Inc., 2121 <br />E. Semoran Boulevard, Apopka, Florida came forward. In response to the Commission's question, Mr. Hanson <br />explained the elevation of the patio area. A brief discussion ensued regarding the landscaping around the patio <br />area. In response to the Commission's question regarding outside sale of alcohol beverages, Mr. Fathelbab said that <br />staff would do some research to determine if a conditional use is required. In response to the Commission's <br />question, Mr. Hanson said there would be a door in the patio area to provide access to the restaurant. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address SPR 18-32. Ms. Campbell made a motion that the Planning and <br />Zoning Commission approve the major site plan application for 1006 and 1040 State Road 436 - Casselberry <br />Marketplace (SPR 18-32) based on the staff report dated January 9, 2019, and subject to the four (4) conditions of <br />approval outlined in the staff report including Attachments A -C. Mr. Van Meter seconded the motion. The motion <br />passed unanimously by voice vote. <br />Eleventh Item of Business: LPA 19.05: Oxford Park Overlay District Design Standards (DISCUSSION ONLY). <br />A discussion only item related to creating design standards for Oxford Park Overlay District adjacent to <br />Seminole County's Oxford Place. <br />Ms. Emily Hanna, Development Services Manager, reviewed the information provided in her memorandum <br />dated January 9, 2019, to the City of Casselberry Planning and Zoning Commission. Ms. Hanna said staff requests <br />the Planning and Zoning Commission provide feedback for the Oxford Park Overlay District Design Standards. <br />Ms. Hanna reviewed the Oxford Place and Oxford Park Overlay District boundaries, Future Land Use and <br />the Zoning map that were included in the agenda packet. Ms. Hanna reviewed a draft ordinance to add Section 2- <br />7.34, "Oxford Park Overlay District Standards" (a copy is attached and made a part of the minutes). A brief <br />discussion ensued regarding allowing/prohibiting "big box" stores, Seminole County proposing to expand Oxford <br />Road to provide connectivity, golf cart usage in the City, and the possible closing Fernwood Boulevard. <br />In response to the Commission's comment, Ms. Hanna explained that she did not know the status of the bus <br />transfer station in Fern Park. She said that the State Road 436 Corridor Study looked at providing bus rapid transit <br />
