CASSELBERRY CITY COMMISSION <br />Minutes of January 14, 2019 — Regular Meeting <br />Page 9 of 14 <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY COMPREHENSIVE PLAN BY PROVIDING FOR A CHANGE OF THE <br />FUTURE LAND USE DESIGNATION FROM SEMINOLE COUNTY COMMERCIAL TO CITY <br />OF CASSELBERRY COMMERCIAL FOR THE NEWLY ANNEXED + 0.43 ACRE PARCEL <br />LOCATED ON LAKE HOWELL ROAD, CASSELBERRY, FLORIDA, AS DESCRIBED IN <br />SECTION I OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN <br />EFFECTIVE DATE." <br />Staff Presentation: Planner I Christina Hyson stated that Ordinance 19-1503 amends the Future Land Use <br />Map designation from Seminole County Commercial to City of Casselberry Commercial for the recently <br />annexed property located on Lake Howell Road, parcel identification #28-21-30-300-0400-0000, consisting <br />of approximately 0.43 acres. Notification was provided to the surrounding property owners within 500 <br />feet, and the Planning and Zoning Commission, serving as the Local Planning Agency (LPA), voted <br />unanimously at its meeting on December 12, 2018 to recommend approval of the amendment to the City <br />Commission. The request to amend the Future Land Use Map from Seminole County Commercial to City <br />of Casselberry Commercial (C) for the subject property is consistent with the City of Casselberry <br />Comprehensive Plan; compatible and consistent with the adjacent land uses and zoning districts; and City <br />water is available to the subject property. City sewer is currently unavailable at the site. However, sewer <br />connection/septic options will be evaluated during the site plan review process. In response to questions <br />from the City Commission, Ms. Hyson explained that since the property was not within 100 feet of the <br />City's sewer lines, City Code does not require the property to connect to City sewer. However, there would <br />be several options for sewer to the subject property, including connection to a private sewer system in the <br />neighborhood across the street, or installation of private infrastructure which could be a lift station or septic <br />system, and that would be decided during the site plan review process. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 194503 on first reading. <br />Audience Participation: The following individual came forward to address Ordinance 19-1503 <br />Ms. Francis DiLorenzo, 477 Lake Howell Road, stated she resides just south of the subject <br />property and inquired about what type of buffer would be installed between the proposed <br />commercial development and the residential properties to the south. Mayor Glancy <br />recommended that she speak with Community Development Director Chris Bowley, who could <br />address her questions and concerns regarding buffering between properties. <br />No one else came forward. <br />MOTION: Commissioner Aramendia moved to approve Ordinance 19-1503 on first <br />reading, as presented. Motion was seconded by Commissioner Meadows. <br />Motion carried unanimously by voice vote 5-0. <br />
