Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />September 12, 2018 <br />Page 2 <br />Fifth Item of Business: CU 18-15: 350 Anchor Road Suite 1050. A conditional use request for Place of <br />Worship & Day Care Facility at 350 Anchor Road, Suite 1050. <br />Ms. Christina Hyson, Planner I, reviewed the information provided in her memorandum dated September <br />12, 2018. Ms. Hyson said staff recommends the Planning and Zoning Commission approve CU 18-15 to allow a <br />place of worship and day care facility at 350 Anchor Road, Suite 1050. She said staffs recommendation is based on <br />the findings of fact and conclusions of the staff report dated September 12, 2018, and nine conditions of approval <br />listed in the staff report. The conditions of approval are: <br />1. The conditional use shall be limited to the location of 350 Anchor Road, Suite 1050. <br />2. The addition of one (1) ADA parking space (12 feet wide and 20 feet in length) shall be completed <br />within 120 days of approval. <br />3. The outdoor playground area shall be secured and screened with fencing prior to children utilizing the <br />facility. <br />4. There shall be no outside display or storage of goods, materials, services, or vehicles. <br />5. The conditional use shall commence within 120 days of approval. <br />6. All applicable licenses and permits shall be obtained prior to the commencement of any day care or <br />religious services at the site. <br />7. The use shall remain in complete compliance with all City, County, and State requirements. <br />8. A new conditional use application shall be required if the use should cease for more than 90 days. <br />9. All of the above conditions shall be fully and faithfully executed or the conditional use shall become null <br />and void. <br />A brief discussion ensued regarding the installation of the playground equipment requirements, location of <br />the ADA parking space, the traffic circulation for drop off/pick up of children and the designation of the parking <br />spaces for the church/daycare. <br />In response to the Commission's question, it was stated that the church does not own the property; <br />therefore, there would be no change to the property taxes. <br />Mr. Henson asked the applicant to come forward. Pastor Andre Martin, 2162 Camel Lake Court, Oviedo, <br />Florida came forward. In response to the Commission's question, Pastor Martin explained the drop off/pick up of <br />children. He said temporary signage would be used to direct the parents and the daycare would provide adult <br />supervision in the parking lot during drop off/pick up times. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />
