Community Redevelopment Agency Minutes <br />December 10, 2018 <br />Page 2 of 3 <br />She said after all the budgeted revenues and expenditures are received and the expenses tallied the City is <br />anticipating the fund balance to be approximately $300,000 at the end of fiscal year 2019. <br />Ms. Glancy asked for a motion for the approval of the Finance Reports. Mr. Hufford made a motion to <br />approve the ratification of invoices and the Finance Report for September 30, 2018 and October 31, 2018. Mr. <br />Busch seconded the motion. The motion passed unanimously by voice vote. <br />Fifth Item of Business: CRA Boundary — Surveying Services. <br />Ms. Emily Hanna, Development Services Manager, said the City is requesting a financial commitment from <br />the CRA to fund surveying work necessary to review and confirm the CRA Boundary. Ms. Hanna stated that staff <br />has determined there is a discrepancy between the 1995 and the 2003 legal descriptions used both for the creation <br />of the CRA and the creation of the Community Redevelopment District design standards. She said additionally the <br />Seminole County Property Appraiser's office brought an additional 22 properties to staffs attention that were not <br />being counted for the Tax Increment Funding (TIF) assessment. Ms. Hanna said that staff determined that a <br />surveying service was needed to map the legal descriptions for both 1995 and 2003 to determine the discrepancies <br />and to make whole the CRA boundary. <br />Ms. Hanna said that on October 22, 2018 the City Commission passed Legislation in Progress, which <br />directed staff to halt any development that occurred within the CRA at that time and to further investigate the legal <br />boundary of the CRA and review the Oxford Place Overlay District design standards that Seminole County is putting <br />in place on December 11, 2018. <br />Ms. Hanna said staff recommends the CRA commit $3,980 for a surveyor to review the legal descriptions for <br />the CRA boundary. <br />Mr. Randy Newlon, City Manager, said that none of the current Commissioners were on the Commission at <br />the time the CRA was audited by the Clerk of the Court. He said during that audit it was found that the City and <br />Seminole County were improperly funding the CRA and needed to pay more money to the CRA. Mr. Newlon said <br />one of the many elements of the audit was the fact that there was 22 parcels that were not being included in the TIF. <br />Mr. Newlon said the City is looking for a survey that clarifies the CRA boundary. <br />
