Resolution 18-3068 — Legislation in Progress within Zoning Districts for <br />Properties Zoned for Multi -family Uses <br />The City Clerk read Resolution 18-3068 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, RECOGNIZING AND CONFIRMING LEGISLATION IN PROGRESS REGARDING <br />AMENDMENTS TO SIZE AND DIMENSION REGULATIONS TO DECREASE THE MINIMUM <br />LIVING AREA; AMENDMENTS TO PARKING SPACES REQUIRED PER LAND USE; <br />AMENDMENTS TO DESIGN CRITERIA FOR BUILDINGS IN EXCESS OF 35 FEET IN <br />HEIGHT; TO AMEND MEDIUM DENSITY RESIDENTIAL USES THAT CAN APPLY FOR A <br />CONDITIONAL USE; PROVIDING FOR LEGISLATIVE FINDINGS; RECOGNIZING <br />LEGISLATION IN PROGRESS; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN <br />EFFECTIVE DATE." <br />Staff Presentation: Development Services Manager Emily Hanna gave an overview of Resolution 18- <br />3068, the purpose of which is to provide notice that the City of Casselberry is developing an ordinance to <br />amend the Unified Land Development Regulations to address inconsistencies within the zoning districts <br />for properties zoned for multi -family uses as follows: <br />1. Decrease the minimum living area requirement (Section 2-5.4) for RMF -13, RMF -20 and PRD <br />to match the living area requirements within PMX-Mid and PMX-High, as adopted in <br />Ordinance 16-1446. <br />2. Decrease the parking spaces required by use (Section 3-15.2) to match the parking space <br />requirement for PMX-Mid and PMX-High, as adopted within Ordinance 16-1446. <br />3. Add Medium Density Residential for associated zoning districts (RMF -13, RMF -20 and PRD) <br />to Section 3-10.12 as a qualified zoning district that can request a Conditional Use for building <br />heights greater than 35 feet in height. <br />Staff also intends to include a change to the impervious surface ratio to allow for more intensity, especially <br />in the multi -family districts that allow 13 and 20 dwelling units per acre. In response to questions from the <br />City Commission, Ms. Hanna advised that the current ratio was 50% open space, 50% impervious, but staff <br />was looking at a possible impervious ratio of 70/30 which was comparable to other municipalities in the <br />area and what was currently allowed in the City's RMF -20 zoning district. Staff anticipates bringing this <br />ordinance to the Planning and Zoning Commission in December of 2018, and to the City Commission in <br />January and February of 2019. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Resolution 18-3068. <br />Audience Participation: No one came forward to address the Commission regarding Resolution 18-3068. <br />
