Dr. Brock then introduced Mr. Matt <br />Wiesenfeld, Traffic Engineer with HDR, the City's consultant tasked with the conceptual design phase for this <br />project, who gave a PowerPoint presentation that included the following components: <br />Project Background <br />- Study Corridor <br />° Signals <br />° Peak Hour Traffic Volumes <br />° Sidewalk Gaps <br />° Areas of Focus <br />Walking Audit Findings <br />- ARC Collector Mapping <br />- Observations <br />Proposed Improvement Concepts <br />- Cannon Way Trail Crossing <br />- Wilshire Dr Intersection — Recommended Upgrades <br />- Wilshire Dr to Lilac Rd — Sidewalk Connectivity <br />- Marigold Road to Queens Mirror Cir S — Extending Greenway Trail North <br />- Queens Minor Cir S Unsignalized — Golf Cart Crossings <br />- Queens Minor Cir S (Unsignalized) Intersection <br />- Queens Minor Cir Spur — Crosswalk Improvement <br />- Queens Mirror Cir N Signalized — Recommended Upgrades <br />- Queens Mirror Cir N (Signal) Intersection <br />- Crystal Bowl Cir Signalized — Recommended Upgrades <br />- Crystal Bowl Cir S (Signal) Intersection <br />Concept Roll Plots <br />- Winter Park Drive — South Section Concept <br />- Winter Park Drive — North Section Concept <br />Dr. Brock advised that some future project ideas had come to light during the walking audit; however, those <br />extended well beyond the scope of this project and would have to possibly come back to the Commission for <br />proposal to Metroplan at a later time. The focus of the proposed project was to improve the intersections and <br />address some key sidewalk gaps, and the hope was to have the project under construction by mid -2019 and <br />completed by summer of 2020 to avoid overlapping with the planned reconstruction of Casselberry Elementary <br />scheduled to begin in 2020. <br />Mayon Glancy arrived at the meeting at 3:51 p.m. <br />Discussion: Mr. Wiensenfeld gave a brief overview of the topics covered in his presentation to bring Mayor <br />Glancy up to speed, and then a lengthy discussion ensued during which Dr. Brock and Mr. Wiesenfeld <br />addressed questions, concerns and suggestions from the City Commission about various components of the <br />project, including: proposed re -orientation of pedestrian crossings; signalization; sidewalk extensions and <br />improvements; golf course crossings; transition of bike lanes to shanows; wetlands area issues; elevation of <br />sidewalks; safety issues, including pedestrian, bike, golf cart and vehicular; additions and removal of medians <br />and landscaping options for green spaces; re -configuration and elimination of turn lanes; concerns about <br />
