CASSELBERRY CITY COMMISSION Minutes of October 8, 2018 — Regular Meeting Page 8 of 15 (DEO) and six (6) other governmental agencies. DEO issued a letter to the City stating that the Department has no comments on the proposed Comprehensive Plan amendment. The other reviewing agencies also had no comments on the proposed amendment. Proper notification of the proposed Future Land Use Map amendment was provided to the surrounding property owners within 500 feet and the Planning and Zoning Commission, serving as the Local Planning Agency (LPA), voted unanimously at its meeting on June 13, 2018 to recommend approval of this amendment to the City Commission. No changes have been made to Ordinance 18-1489 since approval on first reading at the July 23, 2018 regular City Commission meeting. The request to amend the Future Land Use Map from Industrial (I) and Industrial -Medium (I -M) to Recreation and Open Space (ROS) for the subject properties is consistent with the City of Casselberry Comprehensive Plan, compatible with the surrounding mix of land uses and zoning districts, and City services are available at the subject properties and will not be negatively impacted. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Community Development Director recommended approval of Ordinance 18-1489 on second reading. Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and questions regarding Ordinance 18-1489. Mayor Glancy opened the floor for public participation. No one came forward to address Ordinance 18-1489. Mayor Glancy closed the public hearing relative to Ordinance 18-1489. MOTION: Commissioner Solomon moved to adopt Ordinance 18-1489 on second and final reading, as presented. Motion was seconded by Commissioner Aramendia. Motion carried unanimously by voice vote 5-0. B. Second Reading of Ordinance 18-1490 — Amending the Zoning Designation for Properties Located Along North Winter Park Drive (ZB 18-02) The City Clerk read Ordinance 18-1490 by title, as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY OF CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; AMENDING THE ZONING CLASSIFICATION OF NINE PARCELS FROM CITY OF CASSELBERRY I (INDUSTRIAL) TO CITY OF CASSELBERRY ROS (RECREATION AND OPEN SPACE) AND MODIFYING THE ZONING CLASSIFICATION OF FIVE PARCELS FROM CITY OF CASSELBERRY I -M (INDUSTRIAL MEDIUM) TO CITY OF CASSELBERRY ROS (RECREATION AND OPEN SPACE), ALL PARCELS GENERALLY LOCATED ALONG NORTH WINTER PARK DRIVE AS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 18-1490 was advertised in the Orlando Sentinel on Thursday, September 27, 2018.
