CASSELBERRY CITY COMMISSION <br />Minutes of October 8, 2018 — Regular Meeting <br />Page 8 of 15 <br />(DEO) and six (6) other governmental agencies. DEO issued a letter to the City stating that the Department <br />has no comments on the proposed Comprehensive Plan amendment. The other reviewing agencies also <br />had no comments on the proposed amendment. Proper notification of the proposed Future Land Use Map <br />amendment was provided to the surrounding property owners within 500 feet and the Planning and Zoning <br />Commission, serving as the Local Planning Agency (LPA), voted unanimously at its meeting on June 13, <br />2018 to recommend approval of this amendment to the City Commission. No changes have been made to <br />Ordinance 18-1489 since approval on first reading at the July 23, 2018 regular City Commission meeting. <br />The request to amend the Future Land Use Map from Industrial (I) and Industrial -Medium (I -M) to <br />Recreation and Open Space (ROS) for the subject properties is consistent with the City of Casselberry <br />Comprehensive Plan, compatible with the surrounding mix of land uses and zoning districts, and City <br />services are available at the subject properties and will not be negatively impacted. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 18-1489 on second reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 18-1489. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 18-1489. Mayor Glancy closed the public hearing relative to Ordinance <br />18-1489. <br />MOTION: Commissioner Solomon moved to adopt Ordinance 18-1489 on second and <br />final reading, as presented. Motion was seconded by Commissioner <br />Aramendia. Motion carried unanimously by voice vote 5-0. <br />B. Second Reading of Ordinance 18-1490 — Amending the Zoning Designation for <br />Properties Located Along North Winter Park Drive (ZB 18-02) <br />The City Clerk read Ordinance 18-1490 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY OF <br />CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, <br />SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; AMENDING THE <br />ZONING CLASSIFICATION OF NINE PARCELS FROM CITY OF CASSELBERRY I <br />(INDUSTRIAL) TO CITY OF CASSELBERRY ROS (RECREATION AND OPEN SPACE) AND <br />MODIFYING THE ZONING CLASSIFICATION OF FIVE PARCELS FROM CITY OF <br />CASSELBERRY I -M (INDUSTRIAL MEDIUM) TO CITY OF CASSELBERRY ROS <br />(RECREATION AND OPEN SPACE), ALL PARCELS GENERALLY LOCATED ALONG <br />NORTH WINTER PARK DRIVE AS DESCRIBED IN SECTION I OF THIS ORDINANCE; <br />PROVIDING FOR CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 18-1490 <br />was advertised in the Orlando Sentinel on Thursday, September 27, 2018. <br />
