CASSGLBCRRY CITY COMMISSION <br />Minutes of September 10, 2018 — Regular Meeting <br />Page 13 of 16 <br />o Finalize Concepts <br />o Design (Fall/Winter) <br />o Construction (Summer 2019) <br />- Staff Recommendations & Guidance Needed from City Commission <br />Discussion: Discussion ensued relating to various elements of the proposed project, including road and <br />sidewalk widths, pedestrian safety issues, and lighting and landscape options. Guidance was requested <br />from the City Commission as to: 1 - Whether the City Commission wished to direct staff to proceed with <br />the concept presented tonight; 2 - What the City Commission would like to see in the landscaped buffer <br />areas; and 3 - Whether the City Commission would like to have decorative lighting installed along the <br />project corridor. Further discussion included staff's recommendations for crepe myrtles and Bahia sod in <br />the utility buffer areas and the reasons for those recommendations. <br />Dr. Brock and Mr. Woodward advised that the next steps in the process would be to finalize the concept <br />after receiving direction from the City Commission at tonight's meeting, then move into the design phase <br />sometime in the fall or winter of this year, and then move on to the construction phase of the project <br />probably next year. <br />Budget Impact: There is no impact to the City Budget. Future design/construction phases will be <br />addressed via separate future agenda items. <br />Recommendation: Feedback is requested on the conceptual design plans and next steps for the project <br />Audience Participation: The following individual calve forward to address this item: <br />Ms. Laura Worrell, 182 Southcot Drive, suggested that staff look into the feasibility of using <br />peanut grass instead of Bahia sod for the landscaped buffer areas, as she felt it would require <br />less ongoing maintenance. <br />No one else came forward to address this item. <br />MOTION: Commissioner Solomon moved to approve the Lake Kathryn Circle Complete <br />Street conceptual plan as presented, to include installation of crepe myrtle <br />trees and acorn lighting along the Lake Kathryn Circle corridor. Motion was <br />seconded by Commissioner Aramendia. <br />Discussion: Brief discussion ensued which included: overall consensus that crepe myrtles and acorn <br />lighting should be included along the corridor; that construction of a decorative wall would be cost <br />prohibitive; whether it was feasible to use peanut grass or other decorative grass in lieu of Bahia grass for <br />the landscaped buffer areas; and concerns about the difference in appearance between the landscaped areas <br />and the residents' yards due to different grass types being used. <br />Motion carried unanimously by voice vote 5-0. <br />
