One minor change was made to Ordinance 18-1494 since <br />its approval on first reading at the August 13, 2018 City Commission meeting, which was to remove the <br />section regarding codification and to remove the reference to codification in the ordinance title, as it was <br />unnecessary for this ordinance. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 18-1494 on second reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 18-1494. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 18-1494. Mayor Glancy closed the public hearing relative to Ordinance <br />18-1494. <br />MOTION: Commissioner Solomon moved to adopt Ordinance 18-1494 on second and <br />final reading, as presented. Motion was seconded by Commissioner <br />Aramendia. Motion carried unanimously by voice vote 5-0. <br />C. Resolution 18-3055 — Tentative Millage Rate for Fiscal Year 2018/2019 <br />The City Clerk announced for the record that the time was now 5:22 p.m. and read Resolution 18-3055 by <br />title, as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, ADOPTING THE <br />TENTATIVE MILLAGE RATE FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR <br />COMMENCING OCTOBER 1, 2018 AND ENDING SEPTEMBER 30,2019; ANNOUNCING THE <br />ROLLED -BACK MILLAGE RATE, THE PERCENTAGE BY WHICH THE TENTATIVE <br />MILLAGE EXCEEDS THE ROLLED -BACK RATE AND THE TENTATIVE MILLAGE RATE <br />TO BE LEVIED; PROVIDING FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR AN <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to the tentative millage rate was provided <br />to all taxpayers of the City of Casselberry by the Seminole County Property Appraiser with the Notice of <br />Proposed Property Taxes mailed to all taxpayers in August, 2018, in accordance with Truth In Millage <br />(TRIM) requirements. <br />Staff Presentation: City Manager Randy Newlon introduced Interim Finance Director Teri Butler who <br />gave a brief overview of the millage approval and budget adoption process, noting that the first public <br />hearing for both the millage rate and the FY 2018-2019 budget would be heard by the City Commission <br />tonight, and the second and final public hearing for both the millage rate and the FY 2018-2019 budget <br />would be held at the City Commission meeting on September 24, 2018. She then gave a presentation on <br />the tentative millage rate which included the following information. <br />
