Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Community Development Director recommended approval of Ordinance 18-1496 on first reading. Audience Participation: No one came forward to address Ordinance 18-1496, MOTION: Commissioner Solomon moved to approve Ordinance 1.8-1496 on first reading, as presented. Motion was seconded by Commissioner Aramendia. Motion carried unanimously by voice vote 5-0. 11. PUBLIC HEARINGS A. Second Reading of Ordinance 18-1492 — Amending Sections 3.04 and 4.04 of Ordinance No. 09-1301, Master Capital Proiect and Service Assessment Ordinance The City Clerk read Ordinance 18-1492 by title, as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING SECTIONS 3.04 AND 4.04 OF ORDINANCE NO. 09-1301, MASTER CAPITAL PROJECT AND SERVICE ASSESSMENT ORDINANCE, FOR CONSISTENCY WITH SECTION 197.3632(6), FLORIDA STATUTES; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 18-1492 was advertised in the Orlando Sentinel on Thursday, August 16, 2018. Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock advised there have been no changes to Ordinance 18-1492 since its approval on first reading at the July 23, 2018 regular City Commission meeting. Ordinance 18-1492 amends Sections 3.04 and 4.04 of Ordinance No. 09-1301, Master Capital Project and Service Assessment Ordinance, for consistency with Section 197.3632(6), Florida Statutes to better align with the noticing exceptions allowed per Florida Statutes. Such changes in certain circumstances would reduce the number and frequency of mailings, advertisements and public hearings needed for certain special assessments. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Public Works Director recommended adoption of Ordinance 18-1492 on second reading.
