Ms. Campbell seconded the motion. <br />The motion passed with a majority vote with Mr. Van Meter casting the dissenting vote. <br />Sixth Item of Business: LPA 17-13: 2018 CIP. An ordinance to adopt the 2018-2022 Capital Improvement <br />Program into the City's Comprehensive Plan. <br />Ms. Emily Hanna, Chief Planner, reviewed the information provided in her memorandum dated October 11, <br />2017, and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes). She said staff requests the Planning and <br />Zoning Commission acting as the Local Planning Agency review and provide a favorable recommendation to the City <br />Commission to adopt and incorporate the updated City's 5 -year Capital Improvements Program (CIP) into the City's <br />Comprehensive Plan. <br />In response to the Commission's question, Ms. Hanna stated that this item was added to the amended <br />agenda so that it could be included with the City's Comprehensive Plan submittal to the Florida Department of <br />Economic Opportunity, which was adopted on September 25, 2017. She said the 5 year Capital Improvement Plan <br />has been adopted by the City Commission and the Local Planning Agency is granting a favorable recommendation to <br />continue the process to adopting it within the Comprehensive Plan. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address LPA 17-13. Mr. Bakalla made a motion that the Planning and <br />Zoning Commission acting as the Local Planning Agency provide a favorable recommendation to the City <br />Commission to adopt and incorporate the updated City's 5 -year Capital Improvements Program (CIP) into the City's <br />Comprehensive Plan including Attachment A. Ms. Campbell seconded the motion. The motion passed unanimously <br />by voice vote. <br />Seventh Item of Business: Other Business. <br />Mr. Henson said he would not be present at the November 2017 meeting. <br />
