Planning & Zoning Commission/ <br />Local Planning Agency <br />October 11, 2017 <br />Page 2 <br />Fifth Item of Business: CU 17-17: 177 Anchor Road. A conditional use request to allow a place of worship <br />located at 177 Anchor Road. Parcel ID 17-21-30-506-OCOO-0020. <br />Ms. Christina Hyson, Planner I, reviewed the information provided in her memorandum dated October 11, <br />2017, and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes). Ms. Hyson said staff recommends the <br />Planning and Zoning Commission approve CU 17-17 to allow a place of worship at 177 Anchor Road based on the <br />staff report dated October 11, 2017 and the nine (9) conditions of approval outlined in the staff report. <br />A general discussion ensued regarding the parking requirements for the site. The Commission expressed a <br />concern with the limited parking spaces available for the other units on the site. Ms. Hyson explained that the <br />applicant is working with staff to add additional parking to the site. <br />In response to the Commission's question regarding a statement in the staff report that states the applicant <br />is currently occupying the site, Ms. Hyson said there was an error in the staff report. She said when she visited the <br />site the unit was empty. <br />Mr. Henson stated that the applicant was not present. Mr. Henson asked if there was anyone in the <br />audience who wished to speak in favor of, or in opposition to, the request. No one came forward. <br />A brief discussion ensued regarding the limited parking on the site. Ms. Emily Hanna, Chief Planner, <br />suggested adding an additional condition of approval to designate the parking spaces for the church use. In <br />response to the Commission's question regarding the church limiting other uses allowed in an industrial zoning <br />district, Ms. Hanna stated it would affect alcohol sales and adult entertainment, which are not allowed in the <br />Community Redevelopment District (CRD). She said that some of the non-traditional uses such as body art and <br />check cashing are prohibited in the CRD and they tend to locate on major thoroughfares to be visible to the public. <br />Mr. Henson asked for a motion to address CU 17-17. Mr. Bakalla made a motion that the Planning and <br />Zoning Commission approve CU 17-17 to allow a place of worship at 177 Anchor Road based on the findings of fact <br />and conclusions of the staff report dated October 11, 2017, and the nine (9) conditions of approval outlined in the <br />staff report with the addition of condition no. ten stating that the ten (10) parking spaces including the ADA space <br />
