Melody Lane, based on the findings of fact and conclusions, the staff report dated <br />September 13, 2017, and the three (3) findings regarding the rezoning outlined in the staff report. <br />After a brief discussion, Mr. Henson asked the applicant to come forward. Mr. Van Tam Nguyen and Mr. Ed <br />Mullis, 381 Orange Lane, Casselberry, Florida came forward. In response to the Commission's question, Mr. <br />Nguyen stated the parking off Melody Lane would only be used for volunteer parking for the various events. <br />A brief discussion ensued regarding the number of events held at the club, the alcohol license and <br />membership to the club. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address LPA 17-08. Mr. Bryan made a motion that the Planning and <br />Zoning Commission provide a favorable recommendation to the City Commission for LPA 17-08 to amend the Future <br />Land Use Designation from City of Casselberry I (Industrial) to City of Casselberry C (Commercial) for the subject <br />property located at 380 W. Melody Lane, based on the findings of fact and conclusions, the staff report dated <br />September 13, 2017, and the three (3) findings outlined in the staff report. Mr. Lutz seconded the motion. The <br />motion passed unanimously by voice vote. <br />Mr. Henson asked for a motion to address ZB 17-03. Mr. Bryan made a motion that the Planning and <br />Zoning Commission provide a favorable recommendation to the City Commission for ZB 17-03 to amend the Official <br />Zoning Map from City of Casselberry I (Industrial) to City of Casselberry OR (Office/Residential) for the subject <br />property located at 380 W. Melody Lane, based on the findings of fact and conclusions, the staff report dated <br />September 13, 2017, and the three (3) findings regarding the rezoning outlined in the staff report including Exhibits A <br />& B. Mr. Bakalla seconded the motion. The motion passed unanimously by voice vote. <br />Ninth Item of Business: LPA 17-03: Comprehensive Plan Update & Evaluation and Appraisal Report (EAR). <br />Adoption of the City of Casselberry Comprehensive Plan update and EAR. <br />Ms. Emily Hanna, Chief Planner, reviewed the information provided in her memorandum dated September <br />13, 2017, and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes).
