Planning & Zoning Commission/ <br />Local Planning Agency <br />September 13, 2017 <br />Page 2 <br />Fifth Item of Business: CU 17-16: 1275 & 1283 South U.S. Highway 17-92. A conditional use extension <br />request of CU 16-18 to allow the onsite consumption of beer, wine, and liquor (4COP/SRX) located at 1275 <br />and 1283 South U.S. Highway 17-92. Parcel ID 04-21.30.519-OA10-0000. <br />Ms. Christina Hyson, Planner I, reviewed the information provided in her memorandum dated September <br />13, 2017, and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes). Ms. Hyson said staff recommends the <br />Planning and Zoning Commission approve CU 17-16 to allow for the extension request for on-site consumption of <br />alcoholic beverages, 4COP/SRX, in conjunction with the operation of the anticipated restaurant located at 1283 <br />South U.S. Highway 17-92 including the twelve (12) conditions of approval outlined in the staff report. <br />Mr. Henson asked the applicant to come forward. Mr. Rodrigo Moreira, 857 Leopard Trail, Winter Springs, <br />Florida came forward. There were no questions for the applicant. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address CU 17-16. Bryan made a motion that the Planning and Zoning <br />Commission approve CU 17-16 to allow for the extension request for on-site consumption of alcoholic beverages, <br />4COP/SRX, in conjunction with the operation of the anticipated restaurant located at 1283 South U.S. Highway 17-92 <br />based on the findings of fact and conclusions of the staff report dated September 13, 2017, the staff report dated <br />April 12, 2017, and the twelve (12) conditions of approval outlined in the staff report including Attachments A — E. Mr. <br />Bakalla seconded the motion. The motion passed unanimously by voice vote. <br />Sixth Item of Business: SPR 16-16: 426 Lakeport Cove. A request to construct and attach two (2) modular <br />building structures totaling 1,344 square feet to an existing church facility located at 426 Lakeport Cove. <br />Parcel ID 08-21-30-501-0000-00113. <br />Mr. Dean Fathelbab, Planner I, reviewed the information provided in his memorandum dated September 13, <br />2017, and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes). Mr. Fathelbab said staff requests the Planning <br />and Zoning Commission approve the major site plan application for the SDA Church (SPR 16-16). He said the <br />recommendation is based on the site plan dated August 15, 2017, the findings of fact and conclusions of the <br />
