Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />May 9, 2018 <br />Page 4 <br />Mr. Dean Fathelbab, Planner II, reviewed the information provided in his memorandum dated May 9, 2018, <br />and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes). Mr. Fathelbab said staff requests the Planning <br />and Zoning Commission approve the major site plan application for the Metro Diner (SPR 18-03) based on the site <br />plan with a revision date of March 26, 2018, the findings of fact and conclusions of the staff report dated May 9, 2018, <br />and subject to the waiver and the five conditions of approval outlined in the staff report. <br />A brief discussion ensued regarding the location of the handicapped parking spaces, current drainage <br />issues on the site, pedestrian connection, and the dumpster enclosure materials and location. In response to the <br />Commission's question, Mr. Fathelbab said due to the size of the sidewalk and ADA requirements there will be no <br />landscaping adjacent to the outside seating area. <br />Mr. Henson asked the applicant to come forward. Mr. Robert "Bob" Ziegenfuss, Z Development Services, <br />708 East Colonial Drive, Suite 100, Orlando, Florida came forward. Mr. Ziegenfuss said modifications to the parking <br />lot were made to address the drainage issues on the site. He said there is a decrease to the impervious surface, <br />which will help with the overall shopping center's stormwater management. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address SPR 18-03. Mr. Bakalla made a motion that the Planning and <br />Zoning Commission approve the major site plan application for the Metro Diner (SPR 18-03) based on the site plan <br />with a revision date of March 26, 2018, the findings of fact and conclusions of the staff report dated May 9, 2018, <br />subject to the waiver request and the five conditions of approval outlined in the staff report including Attachments A — <br />H. Mr. Lutz seconded the motion. The motion passed unanimously by voice vote. <br />Mr. Fathelbab said staff recommends the Planning and Zoning Commission approve CU 18-06, conditional <br />use for the sale of beer, wine, and liquor for on-site consumption, at the proposed Metro Diner restaurant located <br />1419 State Road 436 based on the findings of fact and conclusions of the staff report dated May 9, 2018, and the <br />eight conditions of approval outlined in the staff report. <br />
