water bodies that we are assigned to manage. We are able to access the
Quintuplet Chain of Lakes. We are continuously working on gaining access
to some of our smaller water bodies less than 10 acres: Lake Ellen, Plaza
Oval, Lotus, and Trout Lake. We are currently planning a hydrilla
treatment for the perimeter of Lake Kathryn. Other lakes planned for this
treatment: Middle Triplet, South Triplet, Secret Lake, Lake Concord and
Grassy Lake. Mr. Blais asked if the City considered any type of incentive
for the homeowners to give us access to their property to treat the lakes.
Ms. Williams stated that they are informed that the City will begin to treat
their private shoreline if they commit to provide access. A fish screen is
being designed for the Lake Kathryn weir, and also a replacement screen
to be installed where North Triplet discharges to Lake Kathryn at Seminola
that was damaged during Hurricane Irma. We are trying to get the type
that are removable to reduce future storm damage. We will verify from
an engineering perspective that it will not cause any flow issues. Mr. Blais
suggested that it should be aluminum and not steel. Mr. Lasure suggested
something made from carbon fiber. Ms. Williams stated that we will
utilize to the best light weight material to use, as long it is affordable.
C. Educational Outreach: We will be working with Rollins College volunteers
to do shoreline restoration events again. We will likely revegetate the
southern shoreline of North Lake Triplet post Hurricane Irma damage and
the City shoreline at Dew Drop Park. South Seminole Middle School also
has a retention pond and they have requested our assistance to help
convert it to be used as an educational experience for the students.
The City was represented at the Orlando Wetlands Festival, near
Christmas, Florida. About 3,000 people in attendance. Our City and
others cities send wastewater to Orlando, where it is processed and then
sent to the wetlands park for polishing. It is used spread across historic
cattle fields which were converted to wetland cells and aquatic plants
naturally filter it and then discharge to the St. Johns River. The City of
Casselberry had a joint educational booth set-up by our Utilities Division
and Public Works.
There was an Air Potato Raid that was held at the end of January. We only
collected 100 lbs. of bulbils, compared to 2,000 pounds a few years ago.
We have been using this site for about seven years. We have had FWC
come and spray annually, stocked air potato beetles (bio-controlled),and
about 100 students every year volunteer to remove bulbs. We will now
need to find a new location to work on for air potato removable. We are
looking to move near Wirz Park where there is a wetland area owned by
the City and also an area next to our Water Reclamation plant. Mr. Lasure
asked if we have ever reached out to any of the local churches for their
youth groups that may want to volunteer. Ms. Williams had not
previously inquired with any of the community churches. She asked if he
2
