Mr. Aramendia made a motion to approve the <br />ratification of the invoices as presented. Mr. Hufford seconded the motion. The motion passed unanimously by voice <br />vote. <br />Fourth Item of Business: Finance Report. <br />Ms. Rebecca Bowman, Finance Director, reviewed the September 30, 2017 Finance Report (a copy is <br />attached and made a part of the minutes). Ms. Bowman stated that the figures in the Finance Report are unaudited <br />numbers. She said the City is preparing for year-end and the actual financial statements would be issued in March <br />2018. Ms. Bowman said there is $361,320 in fund balance and of that, approximately $300,000 was previously <br />committed for the Bainbridge Trail. She said there is approximately $61,000 left in uncommitted funds. <br />Ms. Glancy asked for a motion for the Finance Report. Ms. Solomon made a motion to approve the Finance <br />Report as presented. Mr. Aramendia seconded the motion. The motion passed unanimously by voice vote. <br />Fifth Item of Business: Authorization of Supplemental Agreement No. 19 with Associated Consulting <br />International, Inc. <br />Mr. Randy Newlon, City Manager, said in September of 2014 that the City purchased three acres of land on <br />Wilshire Boulevard to add to the two acres already held by the City. He said the bowling alley property site was <br />purchased with the stated intent of creating a place to consolidate public safety operations — both police and fire. He <br />said since that time the Fire Department has consolidated with Seminole County and two acres of that property have <br />been committed to Seminole County for construction of a fire station. <br />Mr. Newlon said that in January 2017 he asked the City Commission for guidance for the Police Station <br />property should the City decide to move forward with the relocation of the Police Department to the Wilshire site. He <br />said the Commission also asked him to explore the feasibility of developing the Wilshire site to co -locate other public <br />agencies. He said the consensus of the Commission was to review the options for the current Police Station site. He <br />said the two prevailing thoughts were to use the site for commercial redevelopment or as a cultural event center. <br />Mr. Newlon said that he would have a feasibility study completed for the site and report back to the City <br />Commission. He said the Police Station site and its potential for relocation has a great impact on Lake Concord <br />Park and the Community Redevelopment District as a whole. <br />
