Community Redevelopment Agency <br />February 26, 2018 Minutes <br />Page 2 of 5 <br />Ms. Bowman reviewed the January 31, 2018 Finance Report. She said the CRA had an adopted budget of <br />$507,230. She said as of the end of January all the Tax Increment Funding (TIF) revenue has been collected and <br />recorded from the City of Casselberry and Seminole County. Ms. Bowman said the total amount collected was <br />$471,278. She said the CRA approved the construction of Talisman/Bainbridge Trail and the accounting of that <br />money is reflected in the Economic Incentives figures. She said the unaudited beginning fund balance is $518,000 <br />and the projected fund balance is $492,405. <br />Ms. Glancy asked for a motion for the approval of the ratification of invoices and the Finance Reports. Mr. <br />Aramendia made a motion to approve the ratification of invoices and the Finance Reports as presented. Ms. <br />Solomon seconded the motion. The motion passed unanimously by voice vote. <br />Fifth Item of Business: ACi Architects - Presentation. <br />Mr. Randy Newlon, City Manager, said almost 20 years ago the City constructed a new police station on <br />Lake Concord. He said not too long after that, there was some second-guessing if that was the best use for that site. <br />Mr. Newlon said that the City began assembling land on Wilshire Boulevard to relocate a Fire Station. He said that is <br />still a possibility even though the Fire Department has consolidated with Seminole County. He said that in 2014 the <br />City completed an assembly of 5 acres of land with the intent of possibly constructing a Police Station on that site. <br />Mr. Newlon said that the City Commission asked what options would be available if the Police Station were relocated. <br />He said the question was referred to the CRA Board who then hired ACi Architects to conduct some studies as to <br />possible alternative uses for the land. He said as early as 2007, the City hired a consultant to consider the site as an <br />event center. Mr. Newlon said that ACi was hired to determine if it was feasible to develop the site as a cultural <br />event center or to allow a private developer to develop the site. Mr. Newlon said that today's meeting is an exercise <br />to consider a concept for a cultural event site. <br />Mr. Newlon introduced Mr. Larry Adams, Ms. Julie VonWeller and Ms. Caroline Arragoni from ACi, 955 <br />North Pennsylvania Avenue, Winter Park, Florida to the Board. Representatives from ACi presented a PowerPoint <br />presentation for the feasibility of developing a cultural arts center on the Police Station property (a copy is attached <br />and made a part of the minutes).
