City of Casselberry <br />Parks & Recreation Advisory Board <br />Regular Meeting — December 12, 2017 <br />3. Recommendation to the City Commission to complete site master plans for existing parks before <br />pursuing major enhancements. <br />Ms. Moore listed the parks identified in The Master Plan for site master planning. Also, staff has <br />identified Sunnytown Park to be master planned as well. Member Valentine wanted to clarify that <br />the site master planning process will include community input. <br />Audience Participation: <br />Mr. Neil Landgrebe, 451 Lilac Road discussed his concerns and mentioned that master planning <br />with citizen input is better. <br />Member Nordstrom made a motion for the recommendation for the City Commission to <br />complete site master plans for existing parks before pursuing major enhancements. Member <br />Icenhower seconded the motion. Motion passed unanimously 4-0. <br />4. Recommendation to the City Commission to pursue a Bond Referendum to fund the "Service <br />Enhancements" <br />City Manager Randy Newlon mentioned that the Master Plan identified $43 million for "service <br />enhancements". He discussed several funding options including a Bond Referendum that would <br />need to be approved by city resident voters. <br />Member Icenhower stated that as a longtime resident, she believes that the process should not be <br />rushed and enough information needs to be provided for the voters. <br />Member Valentine responded with her concern that the community parks are not limited to just <br />Casselberry residents and yet a property tax increase would be. <br />Audience Participation: <br />Mr. Neil Landgrebe, 451 Lilac Road, mentioned that he is familiar with bond procedure and said <br />that he would favor a bond. <br />Mr. John Casselberry, 700 S. Lost Lake Lane, stated that he was not sure if the community would be <br />in favor of a bond issue. He suggested doing fewer projects that have public support. <br />Member Nordstrom made a motion for the Board to make the recommendation that the City <br />Commission pursue a Bond Referendum to fund the "service enhancements". Member <br />Icenhower seconded the motion. Motion passed unanimously 4-0. <br />11 <br />
