CASSELBERRY CITY COMMISSION <br />Minutes of April 23, 2018 — Regular Meeting <br />Page 6 of 10 <br />Audience Participation: No one came forward to address the Consent Agenda. <br />MOTION: Commissioner Solomon moved to approve the Consent Agenda, as amended <br />by removing item (D) Resolution 18-3023 for separate discussion and <br />consideration. Motion was seconded by Commissioner Aramendia. Motion <br />carried unanimously by voice vote 5-0. <br />D. Resolution 18-3023 —Amending the Established Vested Rights Procedures for <br />Vesting from Educational System Impact Fees <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE <br />ESTABLISHED VESTED RIGHTS PROCEDURES FOR VESTING FROM EDUCATIONAL <br />SYSTEM IMPACT FEES UNDER SEMINOLE COUNTY ORDINANCE 2018-1; PROVIDING <br />FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Introduction: Resolution 18-3023 amends Subsection 2 of Section 1 of Resolution 18-3013 to allow the <br />City Manager to approve and sign Vested Rights Agreements for the City, and to recognize the extension <br />of the deadline for agreements due to the County's amendment to Ordinance 2018-1. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Chief Planner recommended approval of Resolution 18- <br />3023. <br />Discussion: Assistant City Attorney Neysa Borkert explained that it was necessary to make one change to <br />Resolution 18-3023 under Section 1, Subsection (3) which was to change the date from April 17, 2018 to <br />April 10, 2018 as agreed to in discussions between City staff, Seminole County and the Seminole County <br />School District. <br />Audience Participation: No one came forward to address Resolution 18-3023. <br />MOTION: Vice Mayor Meadows moved to approve Resolution 18-3023, as amended to <br />the change the date reflected in Section 1, Subsection (3) from April 17, 2018 <br />to April 10, 2018. Motion was seconded by Commissioner Aramendia. <br />Motion carried unanimously by voice vote 5-0. <br />S. DISCUSSION ITEMS <br />A. Future Agenda Items <br />Vice Mayor Meadows inquired when further discussion on the potential development of the Police <br />Department site and/or relocation of the Police Department and the proposed improvements to the parks <br />would be brought back before the City Commission for consideration.
