CASSELBERRY CITY COMMISSION <br />Minutes of April 9, 2018 — Regular Meeting <br />Page 9 of 16 <br />B. Resolution 18-3020 — Vested Rights Agreement with Concord Development <br />Partners, LLC <br />The City Clerk read Resolution 18-3020 by title, as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, APPROVING A <br />DEVELOPMENT COMMITMENT AND VESTED RIGHTS AGREEMENT PERTAINING TO <br />EDUCATIONAL SYSTEM IMPACT FEES ONLY WITH CONCORD DEVELOPMENT LLC; <br />PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Staff Presentation: Chief Planner Emily Hanna gave a brief overview of Resolution 18-3020, which <br />provides for approval of a Development Commitment and Vested Rights Agreement pertaining to <br />Educational System Impact Fees only with Concord Development Partners, LLC pursuant to criteria <br />established by Resolution 18-3013 as approved on March 12, 2018. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Chief Planner recommended approval of Resolution 18- <br />3020. <br />Audience Participation: No one came forward to address Resolution 18-3020. <br />MOTION: Commissioner Solomon moved to approve Resolution 18-3020, as presented. <br />Motion was seconded by Commissioner Aramendia. Motion carried <br />unanimously by voice vote 5-0. <br />10. FIRST READING OF ORDINANCES <br />A. Ordinance 18-1482 — Amending Section 2-4.2 and Section 2-8.1 Relatingto o Major <br />Thoroughfare Mixed Use Future Land Use (LPA 17-10) <br />The City Clerk read Ordinance 18-1482 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING SECTION 2-4.2, <br />FUTURE LAND USE MAP DESIGNATIONS AND CORRESPONDING ZONING DISTRICTS OF <br />THE CITY CODE OF ORDINANCES, PART III, UNIFIED LAND DEVELOPMENT <br />REGULATIONS (ULDRs), TO REMOVE FOOTNOTE (1) AS IT RELATES TO THE MTMU <br />FUTURE LAND USE DESIGNATION; AND AMENDING SECTION 2-8.1, PURPOSE AND <br />INTENT OF THE CITY CODE OF ORDINANCES, PART III, UNIFIED LAND DEVELOPMENT <br />REGULATIONS, TO REMOVE LANGUAGE AS IT RELATES TO FOOTNOTE (1); <br />PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND AN EFFECTIVE <br />DATE." <br />Staff Presentation: Chief Planner Emily Hanna gave a brief overview of Ordinance 18-1482 which <br />provides for amending Sections 2-4.2 and 2-81 of the City's Code of Ordinances, Part III, Unified Land <br />
