CASSELBERRY CITY COMMISSION <br />Minutes of April 9, 2018 — Regular Meeting <br />Page I I of 16 <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Chief Planner recommended approval of Ordinance 18- <br />1483 on first reading. <br />Audience Participation: The following individual came forward to address Ordinance 18-1483: <br />Mr. Larry Littrell, 124 North Lost Lake Lane, voiced concerns about the lack of a citizen <br />volunteer member on the Casselberry Tree Advisory Committee and also the number of <br />procedural issues that had not yet been set in place relating to placement of trees on private <br />properties using Tree Bank funding, and suggested the Commission should table first reading <br />of the ordinance until more clarity can be reached on what procedures and agreements would <br />be needed. <br />No one else came forward to address Ordinance 18-1483. <br />MOTION: Commissioner Solomon moved to approve Ordinance 18-1483 on first <br />reading, as presented. Motion was seconded by Commissioner Aramendia. <br />Discussion: A brief discussion ensued amongst the Commissioners relating to concerns about the number <br />of changes needed and the need for further clarification of procedures to be used for plantings of trees on <br />private property utilizing Tree Bank funds prior to adoption of the ordinance, and whether the best course <br />of action would be to approve first reading and make the changes prior to second reading or to table the <br />item, make the changes and bring it back for consideration at a later meeting. Commissioner Solomon <br />clarified for the record that her motion was to approve the ordinance on first reading as presented. <br />Motion failed by voice vote 1-4, Commissioners Aramendia and Hufford, Vice <br />Mayor Meadows and Mayor Glancy dissenting. <br />MOTION: Commissioner Aramendia moved to table consideration of Ordinance 18- <br />1484 on first reading, and to direct staff to bring a revised version back for <br />Commission consideration at a future meeting. Motion was seconded by <br />Commissioner Hufford. <br />Motion carried by voice vote 4-1, Commissioner Solomon dissenting. <br />11. PUBLIC HEARINGS <br />A.
