Ordinance 18-1480 — Establishing a Zoning Designation for Properties Located on <br />Red Bug Lake Road (ZB 18-01) <br />The City Clerk read Ordinance 18-1480 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY OF <br />CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN ARTICLE IV, SECTION 2- <br />4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF CASSELBERRY, <br />FLORIDA, AS AMENDED AND SUPPLEMENTED; ESTABLISHING THE ZONING <br />CLASSIFICATION OF CITY OF CASSELBERRY RMF -13 (MEDIUM DENSITY <br />MULTIFAMILY RESIDENTIAL) FROM THE SEMINOLE COUNTY ZONING OF R -3A AND A- <br />1 FOR THE PARCELS DESCRIBED IN SECTION I OF THIS ORDINANCE AND CHANGING <br />THE ZONING OF ONE PARCEL FROM R-9 TO RMF -13, ALL PARCELS GENERALLY <br />LOCATED ALONG RED BUG LAKE ROAD; PROVIDING FOR CODIFICATION, <br />CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." <br />Staff Presentation: Planner Dean Fathelbab gave a brief overview of Ordinance 18-1480, explaining that <br />if adopted the ordinance would amend the Official Zoning Map designation for eleven (11) properties <br />located along Red Bug Lake Road from Seminole County A-1 (Agriculture), Seminole County R -3A <br />(Multiple Family Dwelling) and City of Casselberry R-9 (Low Density Single -Family Residential) to City <br />of Casselberry RMF -13 (Medium Density Multifamily Residential) zoning district. <br />Plans have not been submitted for this development; however, notification was provided to the surrounding <br />property owners within 300 feet and written notice was posted on the properties under consideration on <br />February 22, 2018 and an advertisement was placed in the Orlando Sentinel on March P' prior to the March <br />14, 2018 Planning and Zoning Commission meeting at which the Commissioners, serving as the Local <br />Planning Agency, unanimously recommended approval of this action to the City Commission. <br />If approved on first reading by the City Commission on March 26, 2018, a public hearing for second reading <br />will be scheduled for May 14, 2018. The request is consistent with the City's Comprehensive Plan and the <br />proposed Medium Density Residential Future Land Use Map designation is compatible with the <br />surrounding mix of land uses and zoning districts, and City Services are being provided at the subject <br />properties and will not be negatively impacted. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Chief Planner recommended approval of Ordinance 18- <br />1480 on first reading. <br />Audience .Participation: No one came forward to address the City Commission regarding Ordinance 18- <br />1480. <br />MOTION: Commissioner Aramendia moved to approve Ordinance 18-1480 on first <br />reading, as presented. Motion was seconded by Commissioner Solomon. <br />Motion carried unanimously by voice vote 5-0. <br />
