CASSELBERRY CITY COMMISSION <br />Minutes of December 11, 2017 — Regular Meeting <br />Page 10 of 15 <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 17-1473 on second reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 17-1473. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 17-1473. Mayor Glancy closed the public hearing relative to Ordinance <br />17-1473. <br />MOTION: Commissioner Solomon moved to adopt Ordinance 17-1473 on second and <br />final reading, as presented. Motion was seconded by Vice Mayor Aramendia. <br />Motion carried unanimously by voice vote 5-0. <br />B. Resolution 17-3000 — Intent to Use Uniform Method of Collecting Non -ad Valorem <br />Special Assessments for the Construction of a Wall for the Sausalito Shores <br />Subdivision <br />The City Clerk read Resolution 17-3000 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, ELECTING TO USE THE UNIFORM METHOD OF COLLECTING NON -AD <br />VALOREM SPECIAL ASSESSMENTS LEVIED WITHIN A PORTION OF THE <br />INCORPORATED AREA OF THE CITY; STATING A NEED FOR SUCH LEVY; PROVIDING <br />FOR THE MAILING OF THIS RESOLUTION; AND PROVIDING FOR AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 17-3000 was advertised in <br />the Orlando Sentinel for four consecutive weeks on Thursday, November 16, 2017, Thursday, November <br />23, 2017, Thursday, November 30, 2017 and Thursday, December 7, 2017. <br />Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock gave a brief overview of <br />Resolution 17-3 000 explaining that the purpose of the resolution was to allow the City the option of creating <br />a special assessment to re -construct the Sausalito wall and this was the fourth time the City had taken action <br />to approve a resolution of intent. He noted that this year the homeowner's association had successfully <br />obtained all the easements needed which was a big hurdle, and there were a few more things which needed <br />to be accomplished; however, he was hoping to bring the assessment forward for City Commission approval <br />for Fiscal Year 2019. <br />Budget Impact: There is no impact to the City's budget at this time. <br />Recommendation: The City Manager and the Public Works Director recommended approval of <br />Resolution 17-3000. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Resolution 17-3000.
