<br />by the City Commission for staggered two year terms. In addition, the City Commission
<br />may appoint one City resident to serve as an alternate member, designating him/her as
<br />such. The alternate member shall only vote in the temporary absence or disability of any
<br />regular member or when a regular member is otherwise disqualified in a particular case
<br />but in all other respects shall be subject to the same regulations as any other board
<br />member.
<br />(b) The terms of all members appointed shall commence on jantafy-31 February
<br />1 and shall be for a period of two years. The City Commission shall make all
<br />appointments and shall fill all vacancies occurring on the Parks and Recreation Advisory
<br />Board. The City Commission may remove any member of the Parks and Recreation
<br />Advisory Board for incompetency, corruption, misconduct, conflict of interest, neglect of
<br />duty or malfeasance in office, or for unexcused absence from two out of three
<br />consecutive meetings of the Parks and Recreation Advisory Board, or for other good and
<br />sufficient cause.
<br />SECTION 2. The City Code of Ordinances, Chapter 2, Administration, Article
<br />IV, Boards, Committees and Commissions, Division 3, Parks and Recreation Advisory
<br />Board, Section 2-168, Meetings; officers; quorum, is hereby amended as follows:

<br />The Parks and Recreation Advisory Board, as soon as practicable after its
<br />appointment and annually thereafter, shall meet and organize by electing one of its
<br />members chairman, and electing one of its members vice chairman, and appointing the
<br />Darks and Recreation Dir-ecter Manager or his/her designee as Board Secretary, to serve
<br />at the pleasure of the Advisory Board until a successor is appointed. The Advisory Board
<br />shall meet thereafter at some designated place within the City upon some designated date
<br />in each month for the transaction of its business, and more often if necessary. A majority
<br />of the Advisory Board shall be necessary to constitute a quorum for the transaction of
<br />business. A smaller number may act only to adjourn meetings for lack of a quorum. The
<br />affirmative vote of a majority of the quorum shall be required to pass any action of the
<br />Advisory Board.
<br />SECTION 3. The City Code of Ordinances, Chapter 2, Administration, Article
<br />IV, Boards, Committees and Commissions, Division 3, Parks and Recreation Advisory
<br />Board, Section 2-169, Powers, duties, and responsibilities; assistance of City employees,
