CASSELBERRY CITY COMMISSION <br />Minutes of January 8, 2018 — Regular Meeting <br />Page 7 of 16 <br />I <br />A. Resolution 18-3003 — Terminating the Declaration of a State of Public Emergency <br />The City Clerk read Resolution 18-3003 by title, as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, TERMINATING THE <br />DECLARATION OF THE STATE OF EMERGENCY PREVIOUSLY APPROVED BY <br />RESOLUTION 17-2983, FURTHER EXTENDED BY RESOLUTION 17-2983, AND EXTENDED <br />INDEFINITELY BY RESOLUTION 17-2987; PROVIDING FOR CONFLICTS, SEVERABILITY, <br />AND AN EFFECTIVE DATE." <br />Staff Presentation: City Manager Randy Newlon advised that the purpose of Resolution 18-3003 was to <br />terminate the state of emergency that had been declared and extended indefinitely as a result of Hurricane <br />Irma thereby returning the City to normal operating status. In response to questions from the Commission, <br />Mr. Newlon advised that the City had completed storm -related debris removal, although there were a couple <br />of instances where staff was working with residents on how to address some remaining debris which may <br />or may not have been storm related. He added that FEMA (Federal Emergency Management Agency) <br />would not be reimbursing the City for any additional debris removal and he did not currently have the <br />figures for final cost or estimated FEMA reimbursement. However, he would be reviewing the reports and <br />could get those figures and make them available for the Commission at a later time. <br />The City Clerk re -read Resolution 18-3003 by title only to correct a scrivener's error in one of the resolution <br />numbers cited in the title, as follows. <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, TERMINATING THE <br />DECLARATION OF THE STATE OF EMERGENCY PREVIOUSLY APPROVED BY <br />RESOLUTION 17-2982, FURTHER EXTENDED BY RESOLUTION 17-2983, AND EXTENDED <br />INDEFINITELY BY RESOLUTION 17-2987; PROVIDING FOR CONFLICTS, SEVERABILITY, <br />AND AN EFFECTIVE DATE." <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager recommended approval of Resolution 18-3003. <br />Audience Participation: The following individual came forward to address Resolution 18-3003. <br />1. Mr. John Casselberry, 700 South Lost Lake Lane voiced concerns about terminating suspension <br />of enforcement of the building codes which was included in the emergency resolution, stating <br />he felt it should be extended an additional three months to allow residents to make the necessary <br />repairs of storm -related damage to their homes and properties which may have been delayed. <br />No one else came forward to address Resolution 18-3003. <br />
