CASSELBERRY CITY COMMISSION <br />Minutes of January 8, 2018 — Regular Meeting <br />Page 10 of 16 <br />on-site parking at Secret Lake Park; renovations to provide adequate community facilities at Wirz Park; <br />addressing limited access (including ADA), and upgraded facilities and improved parking at Dew Drop <br />Park; and developing the currently undeveloped Forest Brook Park as a neighborhood park that could <br />support and expand the Kewanee Trail extension. At their regularly scheduled meeting held on December <br />12, 2017, the Parks and Recreation Advisory Board voted unanimously to recommend City Commission <br />approval to complete master site plans for identified existing parks before pursuing major service <br />enhancements. <br />Discussion: Discussion ensued including: what constituted "major service enhancements"; possibility of <br />a bond referendum for funding of park improvements; possible inclusion of the Northeast Industrial Park <br />in the list of parks identified for individual master planning; whether the golf course should be included in <br />the list or kept separate and continue to function as a golf course; process which would be taken if a decision <br />was made to pursue a bond issue to fund park enhancements; whether Lake Hodge Park should also be <br />included in the list of parks proposed for master planning; and the timing for getting a referendum question <br />on the General Election ballot in November of 2018. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Parks and Recreation Advisory Board recommended City <br />Commission approval to complete master site plans for six (6) identified existing parks before pursuing <br />major service enhancements. <br />Audience Participation: The following individual came forward to address this item: <br />1. Mr. Neil Landgrebe, 451 Lilac Road, suggested the possibility of utilizing the funding slated <br />for improvements at Lake Hodge Park to build a skate park which in turn would be a good faith <br />move by the City and incentive for the large number of skate park supporters to place their <br />support behind a possible referendum bond issue for improvements and enhancements to the <br />City's other park properties. <br />No one else came forward. <br />MOTION: Commissioner Aramendia moved to approve the recommendation to <br />complete master site plans for identified existing parks before pursuing major <br />service enhancements for six (6) identified existing parks, and to add the <br />Northeast Industrial Park for a total of seven (7) parks to be master planned <br />before pursuing major service enhancements. Motion was seconded by <br />Commissioner Solomon. <br />Discussion: Discussion ensued regarding the decision to add the Northeast Industrial Park to the list and <br />whether or not Lake Hodge Park should be included; refurbishments currently planned for Lake Hodge <br />Park; possibly including additional parks for master planning at a future time, but starting with the initial <br />seven (7) in order to move forward; and agreement to pursue proposed development of the Northeast <br />Industrial Park into an active park area and keep Lake Hodge Park as it currently functions except for <br />corrections to any deficiencies in current facilities. <br />Motion carried unanimously by voice vote 5-0. <br />
