CASSELBERRY CITY COMMISSION <br />Minutes of October 30, 2017 — Special Meeting <br />Page 20 of 23 <br />380 West Melody Lane from City of Casselberry "I" (Industrial) to City of Casselberry "OR" <br />(Office/Residential). He advised that no changes had been made to Ordinance 17-1471 since approval by <br />the City Commission on first reading at its September 25, 2017 regular meeting. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 17-1471. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 17-1471. Mayor Glancy closed the public hearing relative to Ordinance <br />17-1471. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 17-1471 on second reading. <br />MOTION: Commissioner Solomon moved to adopt Ordinance 17-1471 on second and <br />final reading, as presented. Motion was seconded by Commissioner <br />Meadows. Motion carried unanimously by voice vote 5-0. <br />No items were presented for consideration on this agenda. <br />13. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individuals came forward: <br />1. Mr. Tom Swartz, 806 Dogwood Drive, expressed appreciation to the City of Casselberry <br />for letting the weir down to lower the water in Lake Kathryn in advance of Hurricane Irma <br />which prevented catastrophic flooding in the Lake Kathryn community. He presented <br />photographs to City Cleric Donna Gardner for the record showing how high the water <br />actually got and commenting that it would have been very much worse had the City not <br />acted proactively. He then presented a plaque to the City of Casselberry for its caring <br />release of floodwaters before Hurricane Irma on behalf of the grateful residents of Lake <br />Kathryn and Lake Kathryn Estates. <br />2. Ms. Laura Worrell, 182 Southcot Drive, expressed appreciation to the City of Casselberry <br />for an awesome job on the recovery and debris removal efforts after Hurricane Irma. She <br />urged the City in the very near fixture to re-evaluate and update its overall emergency <br />management system in anticipation of future and possibly more catastrophic storms. <br />No one else came forward. <br />
