1. One ERU factor is equivalent to 200 gallons per day calculated on an average
daily flow basis.
2. The fees shown above reflect the minimum system development charges to be
applied per unit or per meter size; however, the City may elect to charge a system
development charge equal to the greater of: 1) the minimum fee per unit or meter size;
or 2) an alternative method based on the total equivalent residential unit (ERU) value
determined by multiplying the number of fixture units, as published in the Southern
Standard Plumbing Code, by 25, and then dividing that numerator by 200 (gallons per
day per ERU), then multiplying by $1,324.00.
Total ERU Value = Number of fixture units x 25 / 200
For example, the Southern Standard Plumbing Code indicates that a kitchen sink has a
fixture unit value of 2. To determine the total fee, take the 2, multiply by 25, then divide
by 200, then multiply by $1,324.00:
2 x 25 / 200 x $1,324 = $331.00
3. For industrial facilities or other facilities where the schedule or formula set out in
this Subsection is not applicable, the equivalent ERUs and flows shall be evaluated on
an individual basis to determine the sewer system development charges.
(2) Tapping fee. There is hereby established a one-time tapping fee as set forth
below, for all connections made to the sewer system. The City reserves the right to
defer tapping fees if it is deemed unnecessary by thee Director of Public Works.
Sewer Lateral
Diameter -4" $2,540.00
Sewer Lateral
Diameter -6" $2,560.00
(b) Customers outside City. The sewer system development charges and tapping
fees shown in Subsection (a) of this Section are for service within the City limits. For
service outside the City, the sewer system development charge and tapping fees for
service within the City limits shall be multiplied by a variable factor as established in the
table set forth below:
Accounts for
Fiscal
Fiscal
Fiscal
Fiscal
Fiscal
Service Outside
Year
Year
Year
Year
Year
of Cit Limits
2017-18
2018-19
2019-20
2020-21
2021-22
System
Development
Charges/
1.225
1.2
1.175
1.15
1.125
Multiplication
Factor(*
Page 3
