CASSELBERRY CITY COMMISSION <br />Minutes of September 25, 2017 — Regular Meeting <br />Page 6 of 15 <br />FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Staff Presentation: City Manager Randy Newlon explained that Resolution 17-2987 was a request for an <br />extension of the state of emergency previously approved and extended by the City Commission relating to <br />Hurricane Irina. He advised that approval of Resolution 17-2987 would extend the state of emergency <br />indefinitely, but he envisioned it should not be more than 30-60 days, essentially to cover the time the City <br />would be collecting hurricane debris. He added that it would also allow him some leeway in granting some <br />relief to those impacted by the hurricane, in the form of adjustments to fees associated with utility billing and <br />building permits. <br />Recommendation: The City Manager recommended approval of Resolution 17-2987. <br />Audience Participation: No one came forward to address Resolution 17-2987. <br />MOTION: Vice Mayor Aramendia moved to approve Resolution 17-2987, as presented. <br />Motion was seconded by Commissioner Solomon. Motion carried unanimously <br />by voice vote 5-0. <br />B. Resolution 17-2988 — Adoption of the Stormwater and Lakes Management Master <br />Plan and Associated Stormwater Utility Fee Schedule <br />The Acting City Clerk read Resolution 17-2988 by title as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, <br />APPROVING AND ADOPTING THE CITY OF CASSELBERRY STORMWATER AND LAKES <br />MANAGEMENT MASTER PLAN AND ASSOCIATED STORMWATER AND LAKE <br />MANAGEMENT UTILITY FEE SCHEDULE; PROVIDING FOR CONFLICTS, SEVERABILITY, <br />AND EFFECTIVE DATE." <br />Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock gave a brief overview of this <br />item, explaining that the purpose of Resolution 17-2988 was to adopt the new 10 -year Stormwater and Lakes <br />Management Master Plan and the associated fee schedule for the stormwater and lakes management utility <br />fees. He advised that minor changes had been made in the narratives and a few budget items had been tweaked, <br />but overall the Plan was very similar to what had been presented to the Commission in July of 2017. He noted <br />that the telemetry for the Gee Creek weir had been accelerated and had been programmed into Fiscal Year 18. <br />Budget Impact: There is no budget impact to the FY 2017 budget. <br />Recommendation: The City Manager and the Public Works Director recommended approval of Resolution <br />17-2988, which formally adopts the City of Casselberry Stormit,ater and Lakes Management Master Plan and <br />the associated proposed stormwater and lake management utility fee schedule. <br />Audience Participation: No one came forward to address Resolution 17-2988. <br />
