CASSELBERRY CITY COMMISSION <br />Minutes of September 18, 2017 —Special AVleeting <br />Page 9 of 14 <br />Budget Impact: The tentative budget requested for FY 2018 for the City of Casselberry is $51,839,075. <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 17- <br />2981 to establish a Tentative Budget for the City of Casselberry totaling $51,839,075 for FY 2018. <br />MOTION: Commissioner Solomon moved to approve Resolution 17-2981 establishing a <br />tentative budget for the City of Casselberry totaling $51,839,075 for FY 2017- <br />2018, as presented. Motion was seconded by Vice Mayor Aramendia. Motion <br />carried unanimously by voice vote 5-0. <br />Mayor Glancy announced that the City of Casselberry has adopted a tentative budget for Fiscal Year 2017- <br />2018. The City Commission will hold a final public hearing on Monday, September 25, 2017 after 5:15 p.m. <br />in City Hall Commission Chambers located at 95 Triplet Lake Drive. At the conclusion of that hearing the <br />City Commission intends to adopt a final budget for Fiscal Year 2017-2018. All interested parties are invited <br />to attend. <br />A. Legacy Place, a Development of Community Impact Site Plan Review (SPR 16-18) <br />Staff Presentation: Chief Planner Emily Hanna presented an overview of this item, stating that this was a <br />request for consideration of a Development of Community Impact Site Plan for Legacy Place townhomes. She <br />advised that the applicant, LJL Land Group, LLC was proposing to build sixty-nine (69) townhome units and <br />associated amenities on the northeast corner of Seminola Boulevard and Murphy Road. She stated that the <br />project was roughly 7.25 acres in size; the dwelling units per acre would be approximately 9.5; the project <br />would consist of two-story products around twenty-eight (28) feet in height; impervious area would be <br />approximately 50.1% with the pervious open space at approximately 49.9 %. She advised that the subject <br />property was zoned as Planned Mixed Use Low Density which was compatible with the site's fixture land use <br />designation of Low Intensity Non Residential/Medium Density Residential and that the site was located within <br />the Seminola Boulevard Overlay District. Ms. Hanna then went through a PowerPoint presentation detailing <br />the various amenities; the landscape plan; the hardscape plan; examples of the elevations for both the front- <br />loaded and rear -loaded products; lot widths; and living space square footage. <br />Ms. Hanna advised that the size and dimensions of the lots and the townhome products themselves met all the <br />requirements as defined within the Seminola Boulevard Overlay District, noting that the project would <br />specifically not include pools, spas, screened enclosures or sheds as those would not be allowed on site under <br />the Overlay District regulations. <br />Ms. Hanna stated that the applicant was requesting six waivers and staff was in support of five of them. She <br />then gave an overview of the following six requested waivers, including the reasoning for staff's support for <br />numbers 1,2,3, 4 and 6, and for remaining neutral on number 5: <br />1. To allow front loaded townhomes along the northern property line; <br />2. To not require the Seminola Boulevard Overlay District buffer requirements along the west <br />property line; <br />
