CASSELBERRY CITY C011MISSION <br />Minutes of September 18, 2017 — Special Meeting <br />Page 8 of 14 <br />Budget Impact: The tentative millage rate of 3.1201 mills is expected to deliver $3,898,914 in ad valorem tax <br />revenue to the General Fund (net of taxpayer early pay discounts and collection expenses). The City is <br />obligated to pay to its Community Redevelopment Agency (CRA) a distribution called Tax Increment Funding <br />(TIF) based on taxes assessed and collected from properties within the geographic boundaries of the CRA. <br />The tentative millage rate of 3.1201 mills will lead to a TIF payment from the City to the CRA of $173,977. <br />Both are included in the requested tentative budget for Fiscal Year 2018. <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 17- <br />2980 to adopt and set the tentative millage rate at 3.1201 mills. <br />MOTION: Vice Mayor Aramendia moved to approve Resolution 17-2980 setting the <br />tentative millage rate for fiscal year 2017-2018 at 3.1201 mills, as presented. <br />Motion was seconded by Commissioner Solomon. Motion carried by voice vote <br />4-1, Commissioner Meadows dissenting. <br />Mayor Glancy announced that the City of Casselberry has adopted a tentative property tax rate of 3.1201 mills <br />as the tentative millage rate for Fiscal Year 2017-2018. This rate is 5.71% above the rolled back rate of <br />2.9515 mills. The City Commission will hold a final public hearing on Monday, September 25, 2017 after <br />5:15 p.m. in the City Hall Commission Chambers located at 95 Triplet Lake Drive. At the conclusion of that <br />hearing, the City Commission intends to adopt a final millage rate for Fiscal Year 2017-2018. All interested <br />parties are invited to attend. <br />B. Resolution 17-2981 — Tentative Operating Budget for Fiscal Year 2017-2018 <br />The City Clerk read Resolution 17-2981 by title as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, ADOPTING THE TENTATIVE <br />BUDGET FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR COMMENCING ON <br />OCTOBER 1, 2017 AND ENDING ON SEPTEMBER 30, 2018; PROVIDING FOR CONFLICTS, <br />SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 17-2981 was originally placed <br />in the TRIM (Truth in Millage) notices that property owners received in August, 2017. However, due to <br />Hurricane Irma, the City had to re -advertise the Notice of Rescheduled Hearing and this ad appeared in the <br />Orlando Sentinel on Friday, September 15, 2017 pursuant to the Florida Department of Revenue emergency <br />order that was issued which gave the City the ability to reschedule the hearing. <br />Staff Presentation: Finance Director Rebecca Bowman gave an overview of the proposed Tentative <br />Operating Budget for Fiscal Year 2017-2018 earlier in conjunction with the public hearing for the proposed <br />Tentative Millage Rate for Fiscal Year 2017-2018. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and questions <br />regarding Resolution 17-2981. No one came forward to address Resolution 17-2981. Mayor Glancy closed <br />the public hearing relative to Resolution 17-2981. <br />
