CASSELBERRY CITY COMMISSION <br />Minutes of September 18, 2017 — Special Meeting <br />Page 6 of 14 <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA; <br />PROVIDING A DECLARATION OF "PARAMOUNT PUBLIC PURPOSE;" PROVIDING A <br />STATEMENT OF AUTHORITY FOR THE EXPENDITURE OF CITY FUNDS REQUIRED TO <br />PERFORM DISASTER RELIEF SERVICES WITHIN GATED COMMUNITIES AS PROVIDED IN <br />THIS RESOLUTION; PROVIDING FOR SEVERABILITY, REPEAL OF PRIOR INCONSISTENT <br />RESOLUTIONS, AND AN EFFECTIVE DATE." <br />Staff Presentation: City Manager Randy Newlon explained that Resolution 17-2984 was for the purpose of <br />enabling the City to extend the collection of storm debris from public rights of way and public roads into <br />private gated communities and other communities that include private roads, as well. He noted that this might <br />trigger reimbursement from FEMA (Federal Emergency Management Agency), but was not certain to do so. <br />He added that this action may expose the City to additional costs, but it was worthwhile for the City to pursue, <br />this policy to extend relief to those citizens within these communities. Ms. Reischmann requested that any <br />motion to approve the resolution by the Commission include an amendment to the reference to "gated <br />communities" to include other communities that are not gated but have private roads. In response to questions <br />from Vice Mayor Aramendia, Mr. Newlon and Ms. Reischmann explained that the City would be reaching out <br />to the homeowners' associations in the gated communities and communities with private roads regarding <br />providing access for debris collection and negotiation of right of entry and indemnity agreements pursuant to <br />FEMA requirements. <br />Discussion: The City desires to provide disaster relief by providing municipal services within gated <br />communities and deems it is in the best interests of the public health, safety and welfare of the citizens of <br />Casselberry and vital to the City's clean-up efforts. <br />Recommendation: The City Manager recommended approval of Resolution 17-2984. <br />Audience Participation: No one came forward to address Resolution 17-2984. <br />MOTION: Commissioner Hufford moved to approve Resolution 17-2984, as amended to <br />include all communities with private roads. Motion was seconded by <br />Commissioner Meadows. Motion carried unanimously by voice vote 5-0. <br />No items were presented for consideration on this agenda. <br />Mayor Glancy announced for the record that the time was 5:23 p.m. and the City Commission would now <br />consider the first public hearings for the City of Casselberty's Fiscal Year 2017-2018 tentative millage rate and <br />tentative operating budget. <br />
