RESOLUTION 17 -2982 - CONFIRMING THE <br />DECLARATION OF A STATE OF PUBLIC EMERGENCY <br />R HURRICANE r <br />The City Clerk read Resolution 17 -2982 by title only as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, <br />CONFIRMING THE DECLARATION OF A STATE OF EMERGENCY AND ALL EMERGENCY <br />REGULATIONS ACTIVATED BY THE CITY MANAGER AS PROVIDED BY CHAPTER 30 OF <br />THE CASSELBERRY CODE OF ORDINANCES; PROVIDING FOR AN EXTENSION OF THE 72- <br />HOUR TIME LIMIT FOR SAID STATE OF EMERGENCY THROUGH TUESDAY, SEPTEMBER <br />19, 2017, EXPIRING AT MIDNIGHT; PROVIDING FOR AN EFFECTIVE DATE." <br />Staff Presentation: City Manager Randy Newlon advised that in the event of an emergency declaration the <br />City Code required that a resolution be brought to the City Commission to affirm the Declaration of <br />Emergency, and this was the purpose of Resolution 17 -2982. He added that the resolution also provided for an <br />extension of the state of emergency past the initial 72 -hour period for an additional 7 days. He asked City <br />Clerk Donna Gardner to provide additional information regarding the resolution and what it entailed if <br />approved. <br />Ms. Gardner advised that earlier in the day Chairman Horan of the Seminole County Board of County <br />Commissioners had issued an executive order extending Seminole County's state of public emergency and she <br />believed that all of the cities within the county were doing the same. She explained that the extension would <br />allow the City Manager to continue to make further storm- related decisions such as restrictions on water use, <br />debris removal, and if necessary would allow the Police Chief to institute another curfew without having to <br />bring those sorts of decisions to the Commission for approval. She stated that Chapter 30 ofthe City's Code of <br />Ordinances provided for declaration of emergencies such as weather and utility emergencies, and the process <br />called for the declaration to be confirmed at a public meeting to allow the public an opportunity to attend and <br />hear what resources were being used by the City in the emergency and what fiscal impacts the use of those <br />resources would be. She further advised that the requested extension would be for one week and would expire <br />at midnight on September 19, 2017; however, the state of emergency may be further extended due any ongoing <br />issues. In response to questions from the Commission, Ms. Gardner explained that the City had pre - approved <br />three separate contractors for debris removal and monitoring, and the debris removal site had already been pre - <br />approved by the appropriate state and federal agencies according to the regulations put in place after the 2004 <br />multiple storm events. <br />Audience Participation: No one came forward to address Resolution 17 -2982. <br />MOTION: Vice Mayor Aramendia moved to approve Resolution 17 -2982, as presented. <br />Motion was seconded by Commissioner Solomon. Motion carried unanimously <br />by voice vote 4 -0. <br />
