RESOLUTION 17 -2987 <br />A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, <br />PROVIDING FOR FURTHER EXTENSION OF THE DECLARATION <br />OF A STATE OF EMERGENCY PREVIOUSLY APPROVED BY <br />RESOLUTION 17 -2983; PROVIDING FOR EMERGENCY POWERS; <br />PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN <br />EFFECTIVE DATE. <br />WHEREAS, Governor Rick Scott issued Executive Order 17 -235 on September 4, 2017, <br />declaring a state of emergency for every county in the State of Florida due to the expected strength <br />and forecast models for Hurricane Irma; and <br />WHEREAS, on September 5, 2017, President Donald Trump issued a Major Disaster <br />Declaration for the entire State of Florida, including Seminole County, and the municipalities <br />therein; and <br />WHEREAS, a public state of weather emergency as provided by Section 30 -10 of the City <br />Code of Ordinances was declared by the City Manager at 6 p.m. on Saturday, September 9, 2017 <br />due to the anticipated impacts of Hurricane Irma on the City of Casselberry; and <br />WHEREAS, the declaration of public state of weather emergency was required for <br />activation of emergency plans adopted by the City; and <br />WHEREAS, on September 10 and September 11, 2017, the City of Casselberry, together <br />with communities throughout the State of Florida, were severely impacted by Hurricane Irma; and <br />WHEREAS, on September 12, 2017, the City Commission confirmed the <br />emergency declaration made by the City Manager and further extended the emergency <br />declaration through Tuesday, September 19, 2017 expiring at midnight via Resolution 17 -2982; <br />and <br />WHEREAS, on September 18, 2017, the City Commission authorized the extension of the <br />public state of emergency through Tuesday, September 26, 2017, expiring at midnight, via <br />Resolution 17 -2983; and <br />WHEREAS, Hurricane Irma has created widespread disaster debris throughout the City of <br />Casselberry, which poses a significant and immediate threat to the health, safety and welfare of the <br />citizens of the City of Casselberry and the public at large; and <br />WHEREAS, on September 18, 2017, Governor Rick Scott directed that counties and cities <br />aggressively prioritize debris clean -up caused by Hurricane Irma so that the debris does not hamper <br />or interfere with recovery efforts; and <br />
