Ordinance 17-1469 — Amending Sections of City Code, Chapter 86, Utilities <br />The City Clerk read Ordinance 17-1469 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING VARIOUS <br />SECTIONS OF CHAPTER 86, UTILITIES, OF THE CITY CODE OF ORDINANCES, TO <br />ESTABLISH NEW SEWER, RECLAIMED WATER AND WATER FEES AND CHARGES FOR <br />ALL RESIDENTIAL, COMMERCIAL AND MULTIFAMILY RESIDENTIAL SEWER, <br />RE, CLAIME WATER AND WATER SERVICE PROVIDED BY THE CITY OF CASSELBERRY; <br />PROVIDING FOR ANNUAL ADJUSTMENTS OF RATES; PROVIDING FOR CODIFICATION, <br />CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." <br />Staff Presentation: Finance Director Rebecca Bowman gave a brief overview of the regulations governing <br />conduct of the City's utility rate studies, advising that the last study was conducted in 2012 resulting in utility <br />rates in effect from January 1, 2013 through September 30, 2017. If approved on first reading, second reading <br />and public hearing for Ordinance 17-1469 will be advertised for the September 11, 2017 regular Commission <br />meeting. Ms. Bowman introduced Mr. Murray Hamilton and Mr. Henry Thomas of Public Resources <br />Management Group, Inc. (PRMG), the firm which conducted the utility rate study for the City of Casselberry. <br />Mr. Murray Hamilton then presented the City of Casselberry Water, Wastewater and Reclaimed Water Rate <br />Study prepared by PRMG dated August 9, 2017, highlighting the study process and findings, and proposed <br />utility rates and miscellaneous fees to support the needs of the City's utility system.
