CASSELBERRY CITY COMMISSION <br />Minutes of June 26, 2017 — Regular Meeting <br />Page 12 of 13 <br />No report. <br />I. -1111's '11 1�r <br />Comrnissioner Andrew Meadows — Seat No. 2 <br />Advised he had no report, but inquired whether the Commission would consider further discussion about the <br />peacock issue brought up in Citizens' Comments. <br />Discussion: A lengthy discussion ensued amongst the Cominission, City Manager and Assistant City Attorney <br />regarding the issue of the peafowl residing in the Lost Lake Estates community, including: what type of City <br />legislation would be needed to protect the peafowl; what type of enforcement would be possible; how long the <br />peafowl had resided in the area; whether the Homeowners' Association had taken an official position on the <br />issue; the petitions submitted from area residents requesting protection for the peafowl; whether the peafowl <br />could be relocated to another private property in the area or to public property rather than completely out ofthe <br />area; and how the City of Winter Park and other municipalities with similar issues had handled the matter. <br />Ms. Babb-Nutcher provided information about how some other jurisdictions had addressed the issue, including <br />regulating the disturbing, molesting or trapping of the birds, sterilization programs, and other options. She <br />advised that the most likely way to handle it would be as a code enforcement issue and it would just depend on <br />how the Commission would wish to set that up as to how any ordinance would be drafted. The Commission <br />was advised by Mr. Newlon and Ms. Gardner that no official communication had been received in writing <br />from the HOA as to its position, and that only verbal communication had been received by staff that the HOA <br />could not do anything to intervene in the situation due to the fact that the birds actually were residing just <br />outside the limits of the Lost Lake community. <br />The Cormnission as a whole was in favor of some form of protection for the peafowl and agreed by consensus <br />to direct staff to research the issue further as to how similar issues were being handled by other jurisdictions <br />and for options to resolve the issue in Casselberry and to report their findings back to the Commission at the <br />July 24, 2017 regular meeting. <br />Commissioner Sandra Solomon - Seat No. 3: <br />Inquired about a recent Sunday issue of the Orlando Sentinel which had a list of all the cities in Seminole <br />County but did not include the City of Casselberry. Mr. Newlon advised that had been a special advertising <br />section developed by the Orlando Sentinel based on volume of real estate sales in certain areas and the City of <br />Casselberry had not met the criteria. He added that the City had actually paid for an ad in order to be included <br />in the issue and the content had been developed by staff. <br />Commissioner Bill Hufford — Seat No. 4: <br />Stated he was pleased that staff had taken the initiative to write the article for the Orlando Sentinel in order to <br />be included in the issue about the local cities. <br />
