CASSELBERRY CITY COMMISSION
Minutes of June 26, 2017 — Regular Meeting
Page 11 of 13
Ms. Marlene Hyde, 212 Norris Place, also expressed concerns about the trapping and
relocation of the peacocks and presented a petition to the City Clerk for review by the
Commission containing signatures of residents in the area who desired to protect the
peacocks. She advised and she and other residents had tried to negotiate with the gentleman
who was removing them but to no avail. She added her request that the Commission take
whatever action it could to protect the peacocks.
No one else came forward.
A. Procurement Information Report for the period 05/01/2017 through 05/31/2017
Mr. Newlon advised that the Procurement Information Report for the month of May, 2017 was contained in the
Commissioners' agenda packets for review. He noted that the report contained information about minor
contracts that were issued under delegated authority of staff during this period.
Advised that the issue of the peacocks had been researched by staff and the City Attorney's
Office and it was determined there was nothing in the current City Code which allowed the
City to legally intervene. He added that staff had been in contact with the property owner
who was relocating the peacocks, the Homeowners' Association and other neighbors and had
sought to facilitate some sort of compromise or settlement but their efforts had been
unsuccessful. He stated that although it was an emotional issue for the residents in the area,
he was unaware of a solution for the problem. He further stated that he was open to ideas from
the Commission, but any ordinance would take time to draft and would most likely have a
limited ability to be enforced, with little consequence for violation. He noted that the
Commission would have to decide if this was an issue they wished to pursue and advise him
accordingly.
Reported that staff was currently preparing the proposed Fiscal Year 2018 budget and he
expected the budget books to be available to the Commissioners for review sometime in the
coming week. He advised that the regular Commission meeting which would normally take
place on Monday, July 10, 2017 would not occur and instead the fust budget workshop would
be held at 3:00 p.m. in the Police Department Multi -Purpose Room, and if necessary, a
second workshop would be held on Tuesday, July 11, 2017 at 3:00 p.m. in the same location.
No report.
