2. It is unlawful to cause or make any excavation by tools,
<br />equipment, blasting or other means or agency at a City Park unless issued a
<br />general or specific permit to do so by the City for the purposes of educational
<br />activities or good husbandry.
<br />Sec. 60-5. Promulgation of rules.
<br />The City Manager is hereby authorized to adopt administrative rules supplemental
<br />to the provisions of this chapter that he or she deems necessary and appropriate to
<br />implement the provisions of this chapter relative to the use of City Parks, and the
<br />violation of such rules shall constitute a violation of this chapter.
<br />Sec. 60-6. Permits for activities.
<br />A. Facility and Park Rental Permit. Whenever any individual, group,
<br />organization, or entity desires to reserve and utilize a City Park, or facilities
<br />therein for a particular purpose, such as picnics, weddings, parties, or organized
<br />sports practice or games, a representative of such individual, group, association or
<br />organization shall first obtain a Facility and Park Rental Permit for such purposes.
<br />No individual, group, organization, or entity shall reserve, engage in, participate
<br />in, or utilize a City Park for such purposes unless a Facility and Park Rental
<br />Permit has been issued in accordance with this Chapter. City Park facilities that
<br />may be reserved include, but are not limited to, designated athletic fields, group
<br />picnic pavilions, shelters, and associated facilities, recreation and civic facilities.
<br />B. Special Use Park Event Permit. Whenever any individual, group,
<br />organization, or entity desires to utilize a special use park, or facilities therein, for
<br />the purpose of hosting a Special Event that is open to the general public, a
<br />representative of such individual, group, organization, or entity shall first obtain a
<br />Special Use Park Event Permit for such purposes. No individual, group,
<br />organization, or entity shall engage in, participate in, or utilize a City Park for
<br />such purposes unless a Special Use Park Event Permit has been issued in
<br />accordance with this Chapter. Such application shall be filed not less than 30
<br />days before the date and time of the scheduled event; however, the minimum 30 -
<br />day filing period may be waived by the Recreation Division Manager for good
<br />cause shown. Special Use Park Event Permits shall only be issued for Special
<br />Events held within special use parks.
<br />C. Applications. Any natural person or legal entity required to obtain a
<br />permit, pursuant to this chapter, shall apply for said permit by filing a fully
<br />executed application on a form prescribed by the Recreation Division Manager.
<br />The applicant must be at least eighteen (18) years of age. The Recreation Division
<br />Manager, or his/her designee, may refuse to issue a permit to any person who
<br />cannot prove the age requirement to the satisfaction of the Division. The applicant
<br />and any other individual, group, organization, or entity, on whose behalf the
