Planning & Zoning Commission/ <br />Local Planning Agency <br />June 14, 2017 <br />Page 2 <br />The agenda was modified to hear LPA 17-04. <br />Fifth Item of Business: LPA 17-04: Wireless Communication Ordinance. An ordinance to establish <br />performance criteria for wireless communication facilities within public right-of-ways. <br />Ms. Emily Hanna, Chief Planner, reviewed the information provided in her memorandum dated June 14, <br />2017, and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes). Ms. Hanna highlighted some of the changes in <br />the proposed ordinance that was included in the agenda packet. Ms. Hanna said that changes would also be made <br />to Chapter 68 of the City Code that would require review and approval from the City Commission. <br />After a brief discussion, Mr. Henson asked if there was anyone in the audience who wished to speak in <br />favor of, or in opposition to, the request. No one came forward. <br />Mr. Henson asked for a motion to address LPA 17-04. Mr. Bryan made a motion that the Planning and <br />Zoning Commission recommend approval of LPA 17-04 and hereby amend Section 2-7.22 "Satellite Dishes and <br />Communication Antennas and Towers" and create Section 2-7.36 "Communication Tower, Communication Antenna, <br />and Wireless Communication Facility Regulations", of the City of Casselberry Unified Land Development <br />Regulations, Chapter II — District and General Regulations, Article VII — General Regulations and Exhibit A. Mr, Van <br />Meter seconded the motion. The motion passed unanimously by voice vote. <br />Sixth Item of Business: CU 17-07: 261 S. Triplet Lake Drive. A conditional use request to allow a floating <br />dock at 261 S. Triplet Lake Drive. Parcel ID 16-21.30-505-0000-016A <br />Mr. Dean Fathelbab, Planner I, reviewed the information provided in his memorandum dated June 14, 2017, <br />and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes). Mr. Fathelbab said staff recommends the <br />Planning and Zoning Commission approve CU 17-07 to allow a floating residential boat dock at 261 South Triplet <br />Lake Drive. He said staffs recommendation is based on the findings of fact and conclusions of the staff report dated <br />June 14, 2017, and the four (4) conditions outlined in the staff report. <br />In response to the Commission's question regarding the land ownership, Mr. Fathelbab said that the <br />applicant provided a copy of the Legal Description and Certification, a copy of the warranty deed and a title opinion <br />
