information was provided to the Board with a request that they make a <br />recommendation regarding prospective changes to which water bodies would be <br />included in the City's aquatic plant management activities. <br />Audience Participation: <br />Mr. Tom Schwartz (No Address Announced) — Reported that the community Yacht Club <br />partnered with FOLKS (Friend of Lake Katherine) that was organized in 2009 and raised <br />funds for the management of Lake Katherine. All City lakes pour into Lake Katherine. <br />We would like to be included in the City funded lake management process. <br />Mr. Art (No Last Name or Address Announced) — Made inquiries about the funding <br />process and how they were being allocated under Stormwater. He requested a copy of <br />the budget and was directed to request it from the City Clerk. <br />Ms. Helen Stairs - 999 Mango Drive - Casselberry — Property Manager of Lake <br />Katherine. They have been paying Lake Doctors to manage the lake and can no longer <br />keep up with the increasing infiltration of the other lakes that pour into Lake Katherine. <br />She requested financial assistance from the City. <br />Discussion: Mr. McDonald asked historically how lakes were previously serviced and <br />why are some and not others. Ms. Williams stated that no formally recorded historical <br />policy on the servicing of lakes existed but explained that many environmental changes <br />and the purchase of City property provoked the discussion regarding creation and <br />implementation of a formal maintenance policy. Mr. Taylor inquired about the public <br />access to the lakes. Ms. Williams explained the various lakes that had passive public <br />access. Mr. Lasure inquired about the increase in funds that would be needed if we <br />decide to include Lake Katherine in the current plan. Ms. Williams explained that <br />inclusion of Lake Katherine would result in a 50% increase in City managed acre feet and <br />a therefore a possible 50% increase in the herbicide budget. She also explained items <br />that are funded from the Stormwater Utility, including Division salaries and operating <br />expenses. Mr. Blais shared the changes over the last 15 years of the Lake Katherine lake <br />growth. About 50% was in the county and the other was in the City. This has drastically <br />changed with the annexation and residence feel that they are not represented. <br />Audience Participator (No Name or Address): There are a lot of new apartments being <br />built in the City. These funds will increase the amount of money that goes into the <br />Stormwater Utility. Ms. Williams explained that this will be correct; however, because <br />there are many areas of responsibility that are taking care of the Stormwater budget, it <br />is not assumed that the funds will be available for Lake Management. <br />Discussion: Mr. Lasure reiterated that the budget has allocated responsibilities and <br />even if there is an increase in funds, it does not necessarily mean that those funds will <br />be allocated for lakes management. Mr. Schwartz spoke again regarding the residents <br />of Lake Katherine really needs the City's financial support in maintaining the lake. Ms. <br />Williams explained that the City is monitoring Lake Katherine for surface water quality, <br />just not aquatic plant control activity.
