CASSELBLRRY CITY COMMISSION <br />Minutes of January 23, 2017 — Regular Meeting <br />Page 7 of 14 <br />Agency Fund Other Non-operating Sources account #113-0000-389.90-00 in the amount of $14,253 and the <br />Economic Opportunity Incentives account #113-0210-515.49-11 in the amount of $264,253 and decrease <br />Infrastructure — Trail Connections account #113-0210-515.63-40 in the amount of $250,000. <br />BA #17-022 <br />Explanation of Request: This item seeks City Commission approval to provide funding for costs associated <br />with the Talisman (north/south) Trail Project as an economic opportunity incentive pursuant to the agreement <br />between the City and the CO -BB Casselberry Venture LLC. <br />Account Number Account Description Amount <br />Increase: <br />113-0000-389-90-00 Other Non -Operating Source $ 14,253 <br />113-0210-515.49-11 Other Current charges -Economic $ 264,253 <br />Decrease: <br />113-0210-515.63-40 Infrastructure -Trail Connections $ 250,000 <br />Recommendation: The City Manager and the Interim Community Development Director recommended <br />approval of Resolution 17-2943 and related Budget Amendment #17-022. <br />Discussion: Discussion ensued regarding the feasibility and/or liability of creating two or three SkateArt <br />features along the north/south connection/pathway between Oxford Road and US Highway 17-92; clarification <br />as to what the SkateArt features would entail (each element would be approximately 45 feet, including ingress, <br />the skate component and egress); art element aspect of the SkateArt; measures that would be taken to alleviate <br />interference with bicycle and pedestrian traffic; and the advantages of providing recreational activities for local <br />youth. Mr. Newlon suggested approving the existing plan to accommodate the developer of Bainbridge and <br />then direct staff to research the issue and bring back a recommendation to the Commission, at which time the <br />plan could be modified to include the SkateArt elements, if found to be feasible. He added that he would ask <br />staff to fast track it in order to get it back to the Commission in two weeks, and if the recommendation is that it <br />is feasible, see whether Bainbridge can include it in their plans; if not, then since the trails belong to the City, <br />the plan for the trails could be modified after the fact and a plan developed to install those SkateArt elements. <br />Also included in the discussion was the depth of the concrete for the sidewalk and skate elements, inclusion of <br />the Art House on the artistic aspect of the skate component; redesign of the sidewalk to accommodate the skate <br />elements; cost; ingress/egress; safety issues; irrigation and landscaping. The Commission agreed to direct the <br />City Manager to have staff research the feasibility of adding a skate element to the trail and bring a <br />recommendation back in two weeks for Commission consideration. <br />MOTION: Vice Mayor Aramendia moved to approve Resolution 17-2943 and related <br />Budget Amendment #17-022, as presented. Motion was seconded by <br />Commissioner Solomon. Motion carried unanimously by voice vote 5-0. <br />
