CASSELBERRY CITY COMMISSION <br />Minutes of November 28, 2016 — Regular Meeting <br />Page 8 of 10 <br />Budget Impact: The grant program is limited to $50,000 overall which has been provided in the FY 2017 <br />adopted operating budget. There is no additional impact to the City budget brought by this agenda item. <br />Recommendation: The City Manager and the Interim Community Development Director recommended <br />approval of Casselberry's Neighborhood Improvement Grant Program Application for FY 2016-2017. <br />Audience Participation: The following individual came forward to address this item: <br />Mr. Ryan Rishel, 60 North Triplet Lake Drive, began expressing concerns about the <br />stormwater drainage system in and around Triplet Lake Drive and North Triplet Lake Drive <br />and was advised by Mayor Glancy that since this issue was not related to the current agenda <br />item he could be heard during Citizens Comments. <br />No one else came forward. <br />MOTION: Commissioner Solomon moved to approve Casselberry Neighborhood <br />Improvement Grant Program Application Modifications for FY 2016-2017, as <br />presented. Motion was seconded by Vice Mayor Aramendia. Motion carried <br />unanimously by voice vote 4-0. <br />13. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individuals came forward: <br />1. Mr. Ryan Rishel, 60 North Triplet Lake Drive, expressed concerns about the stormwater <br />drainage system in and around North Triplet Drive, noting that although the recent <br />development projects were revitalizing the area, he felt they may also cause flooding issues on <br />residential properties in the area. He also voiced concerns about whether or not the City had <br />plans to utilize the marsh area behind his home as a stormwater detention area. <br />2. Mr. John Casselberry, 700 South Lost Lake Lane, voiced concerns about the amount of <br />sunlight shining directly on the mural in the breezeway at City Hall and suggested the <br />possibility of installing an awning to protect the mural from sun damage. <br />No one else came forward. <br />Mayor Glancy thanked Mr. Rishel for bringing his concerns to the Commission's attention and advised staff <br />would look further into the stormwater issues. <br />
