CASSELBERRY CITY COMMISSION
Minutes of October 24, 2016 — Regular Meeting
Page 9 of 11
Discussion: A brief discussion ensued regarding timing of the request; estimated broker fees and costs;
difficulties in obtaining a broker; and whether the City had been through this process in the past. In response
to questions from the Commission, Mr. Newlon advised that to his knowledge the City had not gone through
this process before, and Finance Director Rebecca Bowman briefly explained the process used and timing of
selecting a broker. She advised that ultimately the broker chosen was one recommended by the consultant
actually doing the browniield cleanup who was experienced in working with governments in applying for and
facilitating the sale of the tax credits, and that the expected return after costs was roughly $100,000.
Motion carried unanimously by voice vote 5-0.
13. CITIZENS' COMMENTS
Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the
agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of
decorum. No one came forward.
14. CITY MANAGER'S REPORT
A. Procurement Information Report for the Period 09/01/2016 through 09/30/2016
Mr. Newlon advised that the Procurement Information Report for the month of September 2016 was contained
in the Commissioners' agenda packets for review. He noted that the report contained information about minor
contracts that were issued under delegated authority of staff during this period.
Advised that staff would be presenting the CRA (Community Redevelopment Agency)
extension and plan approval for Commission consideration at the November 14, 2016 regular
meeting.
Thanked the Commission for approving the request for delegated authority for sale of the tax
credits earlier in the meeting.
In response to questions from Mayor Glancy, Mr. Newlon advised that the request for the CRA extension, if
approved by the Commission on November 14, 2016, would go to the Seminole County Board of County
Commissioners on November 15th at 9:00 a.m, for consideration. He encouraged any Commissioner who was
able to attend in support of the request, and to advise City Clerk Donna Gardner so she could post the proper
notice.
15. CITY ATTORNEY'S REPORT
No report.
