Future Agenda Items <br />No items were presented for consideration. <br />B. Municipal Advisory Committee (Metroplan) Report <br />No report. <br />C. Leadership Seminole Board Report <br />Mayor Glancy reported she had attended the meeting on Friday, October 21, 2016. She gave a brief overview <br />of subjects covered at the meeting, including: financial status of the organization; progress of current classes; <br />selection process for replacement of outgoing President Wayne Weinberg; and an update on current statistics <br />on homelessness in Seminole County and progress on strategies and use of grant funds by Leadership Seminole <br />in partnership with Seminole County. After a brief discussion, Commissioner Hufford indicated he may be <br />interested in applying for the next class. Mr. Newlon advised him to look into it further to see what it entailed, <br />and if he decided he would like to pursue this it could be brought up at a future meeting for approval. <br />D. Mayors/Managers Group Report <br />Mayor Glancy reported she and Mr. Newlon had attended a meeting on Tuesday, October 16, 2016 which was <br />hosted by Seminole County. She advised that Seminole County staff had made a presentation about an <br />ordinance they are proposing which would reinforce and strengthen already existing state regulations <br />addressing the impact of fertilizers on Seminole County's water bodies. Mr. Newlon added that the State of <br />Florida had established minimum regulations, but that cities and counties were contemplating passing stricter <br />regulations. He stated this is what Seminole County was doing, taking the lead on developing a proposed <br />ordinance to do this, after which cities could opt to adopt the County's ordinance by reference, or draft one of <br />their own. A brief discussion ensued regarding the negative effect of phosphorous and nitrogen on water <br />bodies and efforts to minimize that effect; enforcement options for stricter regulations; and possible exemptions <br />to current and future regulation of fertilizers. Mr. Newlon advised that at some point this topic would come up <br />to the Commission again, but currently the County was taking the lead on the issue and had simply provided a <br />briefing on where they stood. <br />E.
