CASSELBERRY CITY COMMISSION
Minutes of October 10, 2016 — Regular Meeting
Page 11 of 14
0 $1,125/lb-TN
0 $1,098/lb-TP
® City's street sweeping program
® $74/lb-TN
® $114/lb-TP
® City's whole lake alum treatments
0 $58/lb-TP
o Existing Conditions
o Scenario IA
o Scenario 113
o Scenario 2
o Scenario 3
0 Key Results
0 Staff Recommendations
0 Commission Guidance Requested
0 Questions & Discussion
After detailing the various scenarios set out in the study, Dr. Brock explained that the study was incredibly
complex and detailed; however, in the end most of the options were not cost effective if looking at them purely
from a stormwater standpoint. Therefore, staff recommendations were as follows:
❑ Include for consideration in the Stormwater Master Plan Update:
Alum treatment facility
Lake access improvements (bridge replacement and/or direct access)
Shoreline revegetation improvements
❑ Consider other stormwater (pond) improvements only as possible cost -share with stormwater i also
serving another purpose (e.g., parks improvement, trail, golf club)
0 Cost -benefit is not attractive in terms of stormwater only
Dr. Brock requested a consensus from the Commission on whether or not changes should be made to staff's
recommendations which included the alum treatment facility, and the access and revegetation improvements,
but not any of the pond improvements for the purposes of the Master Plan. He also asked whether the
Commission wished to look into changing the function of the golf course under the two scenarios which would
potentially close part of the course or close all of it and turn it into something else such as green space or park
space.
Discussion: Discussion ensued which included various issues such as the best way to accomplish the
revegetation improvements; restructuring or replacement of the golf cart access bridge between Middle Lake
Triplet and South Lake Triplet; current and future volunteer base which could be used for assistance in making
improvements; best places to target with the alum treatments; the potential for Department of Environmental
Protection (DEP) grants as a result of the alum treatment program; and whether street sweeping would be
included as part of the Stormwater Master Plan. Dr. Brock advised that the goal was to adopt the Plan in time
for the next fiscal year, and he anticipated at least one or two workshops would be held to address the Plan in
late spring and/or summer of 2017.
