CASSELBERRY CITY COMMISSION <br />Minutes of July 11, 2016 — Regular Meeting <br />Page 8 of 14 <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY CODE <br />OF ORDINANCES, PART III, UNIFIED LAND DEVELOPMENT REGULATIONS SECTION 2-5.2 <br />PURPOSE AND INTENT OF ZONING DISTRICTS, TO ADD LANGUAGE FOR PMX-HIGH AND <br />PMX-MID ZONING DISTRICTS; AMENDING TABLE 2-5.4, SIZE AND DIMENSION <br />REGULATIONS, TO DECREASE THE MINIMUM LIVING AREA REQUIREMENTS FOR PMX- <br />MID AND PMX-HIGH; TO AMEND SECTION 3-15.2, PARKING SPACES REQUIRED BY USE, <br />TO DECREASE THE PARKING RATIO FOR MULTI -FAMILY RESIDENTIAL; AMENDING <br />SECTION 4-18.2, APPLICABILITY AND FILING PROCEDURE, TO AMEND CRITERIA FOR <br />CITY COMMISSION REVIEW OF DEVELOPMENTS IN PMX-MID AND PMX-HIGH ZONING <br />DISTRICTS; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE." <br />Staff Presentation: Development Services Manager Randy Woodruff gave an overview of Ordinance 16- <br />1446, reminding the Commission that this item had been continued from the June 27, 2016 Commission <br />meeting, allowing time for staff to incorporate recommendations made by the Commissioners at that meeting. <br />He advised that the recommended amendments to the PMX-MID and PMX-HIGH Zoning Districts now <br />included the elimination of studio apartments; 700 -square foot minimum living area requirement for one - <br />bedroom apartments; 1,000 square -foot minimum living area requirement for two bedroom apartments; 1,200 <br />square -foot minimum living area requirement for three bedroom apartments; reduction in minimum parking <br />space requirements from 2 spaces per unit to 1.75 spaces per unit; and language that provides the Planning & <br />Zoning Commission site plan review approval for projects less than three acres in size that are within the <br />MTMU (Major Thoroughfare Mixed Use) district. Mr. Woodruff stated that Ordinance 16-1446 was <br />consistent with the City's Comprehensive Plan. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Ordinance 16-1446 on first reading. <br />Audience Participation: No one came forward to address Ordinance 16-1446. <br />MOTION: Vice Mayor Hufford moved to approve Ordinance 16-1446 on first reading, as <br />presented. Motion was seconded by Commissioner Aramendia. Motion carried <br />unanimously by voice vote 5-0. <br />B. Ordinance 16-1448 — Official Future Land Use Map Amendment for Properties <br />Located at 315 and 351 Concord Drive (LPA 16-10) <br />Ms. Sundvall read Ordinance 16-1448 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY COMPREHENSIVE PLAN BY AMENDING THE FUTURE LAND USE MAP <br />ESTABLISHING THE FUTURE LAND USE DESIGNATION OF PUBLIC SERVICE (PS) FOR THE <br />PARCELS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, <br />
