CASSELBERRY CITY COMMISSION <br />Minutes of July 11, 2016 — Regular Meeting <br />Page 6 of 14 <br />Budget Impact: Funding was provided in the FY 2016 budget in the following Water and Sewer Utility <br />Fund/Distribution and Collection accounts: Infrastructure account #401-0751-536.63-40 - $750,000 (various <br />gravity sewer linings); Repairs and Maintenance account #401-0751-536.46-03 - $100,000 (manhole lining) <br />and $25,000 (emergency sewer lining). Appropriations beyond fiscal year 2016 are subject to future City <br />Commission approval. <br />Recommendation: The City Manager and the Public Works Director recommended approval of Resolution <br />16-2881. <br />Audience Participation: No one came forward to address Resolution 16-2881. <br />MOTION: Commissioner Solomon moved to approve Resolution 16-2881, as presented. <br />Motion was seconded by Commissioner Aramendia. Motion carried <br />unanimously by voice vote 5-0. <br />B. Resolution 16-2882 — Contract No. 2016-023 with Masci General Contractors, Inc. <br />for the Oxford Road Complete Street Improvements Project and Related Budget <br />Amendment #16-051 <br />Ms. Sundvall read Resolution 16-2882 by title as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA APPROVING AND <br />AUTHORIZING THE EXECUTION OF A CONTRACTUAL AGREEMENT WITH MASCI <br />GENERAL CONTRACTORS, INC. FOR THE OXFORD ROAD COMPLETE STREET <br />IMPROVEMENTS PROJECT; PROVIDING FOR CONFLICTS, SEVERABILITY AND <br />EFFECTIVE DATE." <br />Staff Presentation: Assistant Public Works Director/City Engineer Dr. Kelly Brock gave a brief overview of <br />Resolution 16-2882, advising that this resolution related to the long-awaited and much anticipated Oxford <br />Road Complete Street Improvements Project. He added that the project contained both drainage and utility <br />improvements, but the center of the project was right -sizing Oxford Road, giving space to add enhanced <br />landscaping, new and wider sidewalks, dedicated bike lakes from State Road 436 to Carriage Hill Drive, a <br />brick intersection at Carriage Hill Drive and three new pedestrian crosswalks. In response to questions from <br />Commissioner Solomon, he advised that upon completion of the project there would be no left turn allowed <br />from the Denny's parking lot and he was unaware of the number of accidents recorded at the State Road 436 <br />and Oxford Road intersection; however, he believed it was a pretty high crash area and the City was following <br />FDOT's (Florida Department of Transportation's) recommendations for safety measures in the project design <br />in that area. <br />Budget Impact: Approval of Budget Amendment #16-051 will increase the following accounts: in the <br />Capital Improvement Fund — Infrastructure account #305-0710-541.63-40 and Transfer from Fund 114 <br />account #305-0000-381.11-40 in the amount of $1,754,456; Infrastructure account #305-0751-53 6.63-40 and <br />Transfer from Fund 401 account #305-0000-3 81.04-00 in the amount of $178,669; in the Infrastructure Surtax <br />Fund —Other Non -Operating Sources account # 114-0000-3 89.90-00 and Transfer to Fund 305 account # 114- <br />0710-541.91-35 in the amount of $1,754,459; in the Water and Sewer Utility Fund — Transfer to Fund 305 <br />
