Ordinance 16-1446 — Amendments to ULDRs Regarding PMX-MID and PMX- <br />HIGH Zoning Districts <br />The City Clerk read Ordinance 16-1446 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY CODE <br />OF ORDINANCES, PART IH, UNIFIED LAND DEVELOPMENT REGULATIONS SECTION 2-5.2 <br />(PURPOSE AND INTENT OF ZONING DISTRICTS), TO ADD LANGUAGE FOR PMX-HIGH AND <br />PMX-MID ZONING DISTRICTS; AMENDING TABLE 2-5.4, SIZE AND DIMENSION <br />REGULATIONS, TO DECREASE THE MINIMUM LIVING AREA REQUIREMENTS FOR PMX- <br />MID AND PMX-HIGH; TO AMEND SECTION 3-15.2, PARKING SPACES REQUIRED BY USE, <br />TO DECREASE THE PARKING RATIO FOR MULTI -FAMILY RESIDENTIAL; AMENDING <br />SECTION 4-18.2, APPLICABILITY AND FILING PROCEDURE, TO AMEND CRITERIA FOR <br />CITY COMMISSION REVIEW OF DEVELOPMENTS IN PMX-MID AND PMX-HIGH ZONING <br />DISTRICTS; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE." <br />Staff Presentation: Development Services Manager Randy Woodruff gave an overview of Ordinance 16- <br />1446. He advised that staff research had identified a shift toward small multi -family unit sizes and parking <br />requirements and Ordinance 16-1446 recommended reduction of unit size and the minimum parking standards <br />for properties having the PMX-MID and PMX-HIGH zoning designations. He stated that the suggested <br />changes were supported by the Future Land Use Plan Section 1.22, which allowed for the opportunity to create <br />high density/intensity mixed use developments along the City's major corridors and also included an <br />amendment specific to requiring City Commission review for development of community impact projects to <br />only those projects three (3) acres or more in size. The proposed amendments included the following: <br />Reduction of required minimum square footage as follows: <br />o One bedroom — reduce from 1,000 to 500 square feet; <br />o Two bedroom — reduce from 1,200 to 1,000 square feet; <br />o Three bedroom — reduce from 1,400 to 1,200 square feet; <br />Reduction of required parking ratios from 2 to 1.75 spaces per unit; <br />Amend language to limit required City Commission site plan review approval for projects <br />within Developments of Community Impact as defined in Section 4-18.2 of the Unified Land <br />Development Regulations (ULDR) to projects 3 (acres) in size or greater. <br />Mr. Woodruff advised that Ordinance 16-1446 was consistent with the City's Comprehensive Plan. <br />Discussion: Discussion ensued regarding jurisdictions to which comparisons had been made; whether or not <br />studio apartment units were included; discrepancies in the minimum unit size for studio apartment units <br />compared with the minimum requested for 1 -bedroom units; and what protections the City would have in the <br />event of a hotel wishing to convert to condominiums featuring all studio apartments. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />
