Planning & Zoning Commission/ <br />Local Planning Agency <br />December 14, 2016 <br />Page 4 <br />Ms. Hanna provided a rendering of the proposed dock (a copy is attached and made a part of the minutes). <br />Mr. Henson asked the applicant to come forward. Ms. Shelia Cichra, 2154 Oak Beach Boulevard, Sebring, <br />Florida came forward. Mr. Cichra said that they agree with the conditions of approval. In response to the <br />Commission's question, Ms. Cichra said the purpose of the dock is for viewing and fishing. She said that no boats <br />would be parked at the dock. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address CU 16-19. Mr. Phillips made a motion that the Planning and <br />Zoning Commission approve CU 16-19 to allow a fixed boardwalk and dock at 2701 Howell Branch Road based upon <br />staffs recommendation and the findings of fact and conclusions of the staff report dated December 14, 2016, and the <br />five (5) conditions of approval outlined. Mr. Weinroth seconded the motion. The motion passed unanimously by <br />voice vote. <br />Eighth Item of Business: CU 16-20: Conditional Use Extension Request for CU 15-17 Breezeway at Lake <br />Marie. A conditional use extension request to extend an approved conditional use for an assisted living <br />facility at 1324 Lake Drive. <br />Ms. Emily Hanna, Planner II, reviewed the information provided in staffs memorandum dated December <br />12, 2016, and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />presentation is attached and made a part of the minutes). <br />Ms. Hanna said staff recommends the Planning and Zoning Commission approve CU 16-20 to allow for the <br />extension request for the Breezeway at Lake Marie Assisted Living Facility proposed at 1316, 1324 and 1331 Lake <br />Drive. She said staff's recommendation is based on the original staff report dated December 9, 2015 (Exhibit C), the <br />findings of fact and conclusions of the staff report dated December 14, 2016, and the nine (9) conditions of approval <br />that remain from the December 10, 2015 Planning and Zoning Commission approval letter (Exhibit B): <br />Ms. Hanna said that the applicant was not present at the meeting. A brief discussion ensued regarding the <br />applicant not being present at the meeting. <br />
